SAUK VALLEY NEWS EDITORIAL: Veteran Could Show Newbies How to Cut Costs

Sauk Valley voters had a hand in electing three new Republican congressmen Tuesday, in part because of their stated desire to cut wasteful federal spending.

Before Randy Hultgren, Bobby Schilling and Adam Kinzinger cast their first votes in the U.S. House, however, they would be wise to pursue ideas on saving money in their own congressional offices.

For that advice, we urge them to consult U.S. Rep. Don Manzullo, a Republican from Ogle County.

Since he took office nearly 18 years ago, Manzullo has turned back about $1.5 million to the federal treasury. This is money allocated to his office for staff salaries, office rent, travel and other expenses as part of his Member Representational Allowance.

For example, in 2007, Manzullo returned $37,725 of the $1,335,000 allocated to his office. In 2008, he returned $68,096 of the $1,372,000 allocated.

And in 2009, Manzullo returned $201,576 of the $1,465,000 allocated for office expenses – a savings of 14 percent.

The congressman’s thrift is no accident.

Earlier this year, Manzullo aide Rich Carter explained that the congressman consciously searched for ways to reduce his office’s expenses, particularly over the past 2 years.

Cheaper office space was found in Crystal Lake, saving $18,000 a year in rent.

After a staff retirement in Crystal Lake, a full-time position was eliminated, and another full-time position was converted to part time.

A review was conducted at Manzullo’s Washington office after a staff departure. Through reorganization and reassignment of duties, 2.5 staff positions were eliminated.

More money was saved by combining maintenance and service plans for office equipment, and also by using technology to reduce staff travel on government business.

Bottom line? Significant savings for the taxpayer.

In January, Hultgren will begin his duties as U.S. representative of the 14th District, which includes Lee County and part of Whiteside. Schilling will take over as 17th District congressman, which includes Rock Falls and Sterling. Kinzinger will become the 11th District congressman, which includes northern Bureau County.

When it comes to spending reductions, the new guys should lead by example and tighten their own budgetary belts. A veteran penny-pincher is waiting to show them how.
