Below are projects I have requested as part of the Water Resources and Development Act (WRDA), which I expect to be considered in 2010. WRDA authorizes water infrastructure work done by the U.S. Army Corps of Engineers and the bill is scheduled to be considered every two years.

Pump Stations that protect Cairo and vicinity:
Authorize the U.S. Army Corps of Engineers to rehabilitate, operate, and maintain Goose Pond, Cottonwood Slough, 10th Street & 28th Street at 100% federal cost.

Levee Slope Correction, Cairo:
Authorize the U.S. Army Corps of Engineers to carry out the renovation of the mainline levee near Cairo, between miles 10 and 20, along the left descending bank of the Mississippi River, at 100% federal cost. This will include the cost to borrow material and any additional right-of-way required to complete the renovation.

Olmstead Lock and Dam:
Amend Section 3(a)(6) of the Water Resources Development Act of 1988 (102 Stat.4013) by striking $775,000,000 and inserting $1,991,000,000.

Upgrading Sewer Systems in Madison and St. Clair counties:
Raise the federal project limit from $10,000,000 to $35,000,000 to accommodate the ongoing work under this project.

National Great Rivers Research and Education Center:
Raise the federal project limit from $2,000,000 to $5,000,000 for the U.S. Army Corps of Engineers to perform aquatic ecosystem restoration, wetlands mitigation and studies for environmental infrastructure improvements.

Environmental Restoration and Recreation, East St. Louis and vicinity:
Modify Section 1001(18) of WRDA 07 to allow the non-federal sponsor to receive credit for land, easements, rights-of-way, and relocations (including all reasonable costs associated with obtaining permits necessary for the construction, operation, and maintenance of the project on publicly owned or controlled land) toward the non-federal share of project cost. The credit may not exceed 25% of the total project costs.

Pilot Program Middle Mississippi River, Missouri and Illinois:
The intent of the legislation is to initiate a pilot program to restore and protect fish and wildlife habitat in the Middle Mississippi River as an integral part of the navigation project.

Wood River Levee System Reconstruction:
Modify the project to raise the maximum amount expended to $120,000,000.

Reconstruction of Illinois Flood Protection Projects:
Authorize $50,000,000 for the reconstruction of 9 eligible flood control projects:

  1. Metro East Sanitary District
  2. Columbia Drainage and Levee District
  3. Harrisonville Drainage and Levee District
  4. Stringtown Drainage and Levee District
  5. Edgar Lake Drainage and Levee District
  6. Kaskaskia Island Drainage and Levee District
  7. Degognia and Fountain Bluff Drainage and Levee District
  8. Preston Drainage and Levee District
  9. East Cape Drainage and Levee District

Rend Lake:
Modify Rend Lake contract to provide for payment based upon allocation instead of present usage.

Madison, St. Clair, and Monroe Counties:
Grant authority to the Secretary of the Army to reimburse Madison, St. Clair, and Monroe Counties for the federal share of the cost-shared projects and, where federal funds are not immediately available, allow local sponsors of federally authorized projects to design and build those projects and receive federal reimbursement at a later time for design and construction costs.
