- The Patient Protection and Affordable Care Act establishes a temporary national high-risk pool to provide health coverage to those with pre-existing conditions. Eligible individuals are U.S. citizens and legal immigrants who have pre-existing conditions and have been uninsured for at least six months. On August 4, 2010, applications for the high-risk pool will become available for those who are currently eligible for the high-risk pool and the Pre-existing Condition Insurance Plan.

- The Pennsylvania Insurance Department has added a new section to their website titled “PA Fair Care”. This site serves as a portal to information regarding the high-risk pool.
- Highmark Blue Cross Blue Shield, the contractor for the Pre-existing Condition Insurance Plan, has begun a call center to provide information regarding pre-existing conditions.
