Congressman Donald M. Payne is the Chairman of the Subcommittee on Africa and Global Health on the Committee for Foreign Affairs.

Prior to his years in Congress, Representative Payne was extremely active in fighting for the poor in developing countries as National President of the International YMCA, especially in Africa and the Caribbean.  As a Newark City Councilman Payne organized a fund drive for the U.S. Committee for UNICEF and raised over $100,000 for assistance to Ethiopia.  He was later elected to serve as a member of UNICEF's board.

Africa Matters

As Chairman of the Africa and Global Health Subcommittee, Congressman Payne is working towards an integrated approach towards Africa; focusing on areas of development, economic growth, and the improvement for a better quality of life.  Chairman Payne is also dedicated to addressing the HIV/AIDS pandemic - the most devastating war the people of sub-Saharan Africa have ever fought.

To achieve these goals, Chairman Payne pledges to work with colleagues across the aisle and on other committees such as: Financial Services, Agriculture, and Education.  In a more inclusive, transparent Africa Agenda Chairman Payne will also coordinate efforts with the Senate Subcommittee on Africa.  Please see the Africa and Global Health Subcommittee website for additional information.

Western Hemisphere

As a member of the Western Hemisphere subcommittee, Congressman Payne advocates for greater attention, resource, and cooperation with Caribbean nations and Latin America in general.

As a co-founder of the Congressional Black Caucus (CBC) working group on Afro-Latino issues Congressman Payne has called on the US Agency for International Development (USAID) to focus efforts on issues of social justice, anti-discrimination, and improvement in the quality of life for the over 150 million Afro Descendants in the Americas outside of the United States.

International Organizations, Human Rights, and Oversight

As a member of the newly formed subcommittee on International, Organization, Human Rights, and Oversight; Congressman Payne has both sponsored and authored legislation for the promotion of democracy and good governance, sustainable peace, and human rights.  Throughout his years in Congress, Representative Payne has been among the strongest advocates for global human rights.
