WISCONSIN PROJECTS SUBMITTED FOR CONSIDERATION
IN FISCAL YEAR 2011 APPROPRIATIONS

Below you will find a list of Wisconsin projects submitted by Dave for consideration in Fiscal Year 2011 Appropriations. Recognizing the budget realities, only a small percentage of projects being laid on the table for consideration will actually receive funding.

These submissions, and all submissions by other Members of Congress, are being made public on the internet because of reforms instituted by Dave working with the Senate Committee and Congressional leadership. This year, Dave made additional reforms and projects for profit-making entities will not be requested or funded. Funding for whichever projects are eventually approved will not be determined until appropriation bills are passed by both Houses of Congress and signed into law by the President; and will be subject to potential rescission requests by the Executive Branch.



Agriculture



Chronic Wasting Disease Surveillance, Wisconsin

Anti-Truancy Initiative

Description: Working within six Wisconsin school districts, (Barron, Cameron, Chetek, Cumberland, Rice Lake, and Turtle Lake), the Anti-Truancy Initiative identifies early truant behavior and builds a coordinated response plan with parents, teachers, and law enforcement officials specially trained to address truant students.

Children's Service Society
Recipient: Child Advocacy Center of North Central Wisconsin (CAC-NOW)

Description: Funds will be used to enhance coordination between CAC staff with local law enforcement and child protective services, purchase equipment so that on-site medical evaluations can be done, and install a security system for the safety of those who seek services and refuge at the facility.

Emergency Communications System

Law Enforcement Visual Intelligence

Description: These funds would allow four counties in northeastern Wisconsin (Rusk, Sawyer, Barron, and Polk) to implement an interoperable law enforcement visual intelligence system that provides oblique, aerial imaging so that the counties will have a common visual imagery tool to jointly manage emergencies and will be able to view and analyze any house, building, intersection, or any feature in the region to improve first responder and civilian safety in search, raid, seizure planning, and concurrent tactical planning.

North East Wisconsin Public Safety Communication (NEWCOM) Regional Radio System Narrowbanding

Description: These funds would use be used to assist with sixteen county regional North Central Wisconsin Public Safety Communication (NEWCOM) Group. To comply with the Federal Communications Commission (FCC) narrowband mandate, funds would improve the radio communication systems in 16 counties of the NEWCOM region. The project would range from programming of radios, pagers, to putting up towers, install additional radio, microwave equipment to meet the need of the narrowbanding mandates.

Public Safety Communications System Upgrade

Description: Funding would assist the City of Ashland to conduct a Section 107 investigation into the development and construction of a breakwater. Breakwater construction is necessary in order to clean up a Superfund site in Ashland Harbor and to protect and redevelop the harbor.

Comprehensive Water Quality Study Big Eau Pleine and Wisconsin River

Description: Would assist with a comprehensive Water Quality Study that will examining impacts of phosphorus and other pollutants on the Big Eau Pleine and the Wisconsin River. Northern Wisconsin Environmental Assistance, WI

St. Croix River Relocation of Endangered Mussels, MN & WI

Description: Would continue an ongoing Army Corps feasibility study to determine how to best manage the spread of zebra mussels, an invasive species that causes millions of dollars of damage to water intake pipes and may present a health hazard by increasing human and wildlife exposure to organic pollutants such as PCBs. Studies have shown that zebra mussels can accumulate the pollutants in their tissues in concentrations 300,000 times greater than in the environment. This invasive species also threatens two endangered native mussel species on the St. Croix River and starves native fish populations in infested lakes and rivers.The study would also determine whether or not endagered native mussels should be relocated.

North Country National Scenic Trail Land Acquisition

Description: Would assist in providing advanced technology equipment for students participating in certain engineering programs at NTC campuses located in Wausau and Phillips. The ability to maintain a viable workforce with training and condentials is a large concern for businesses and community leaders, leading to a collaboration with NTC to increase the economic vitality of Northern Wisconsin through supporting eduction in manufacturing specializations. Education is vital to this collaboration and must step up to meet the workforce needs of this region in order to supply its businesses with middle-level skilled workers, allowing companies to not just survive but actively compete in the marketplace and grow to create a stronger economic base.

According to a Report by the Surgeon General, we face a silent epidemic of dental and oral disease which restricts activities in school, work and home, and often diminishes quality of life. Within Wisconsin in the State fiscal year 2007, only 23.5% of our Medicaid population whith dental benefits were able to access dental care.

Description: According to a Report of the Surgeon General, we face a silent epedemic of dental and oral health disease which restricts activities in school, work and home, and often diminishes quality of life. Within Wisconsin in 2007, only 23.5% of our Medicaid population with dental benefits were able to access dental care. These funds would be used for construction, equipment, and services to provide better access to dental care in north central Wisconsin providing a model for improving care throughout the country. This effort may also provide a national model for how to better integrate medicine and dentistry in meeting the needs of underserved populations.
