Water Resources Development Act Requests

 

Rep. Anh “Joseph” Cao submitted the following projects for inclusion in the 2010 Water Resources Development Act (WRDA). If these projects are authorized under WRDA, they would then become eligible for federal support:

 

Project Requests

  • Jefferson Parish Sewer Rehabilitation ($15 million). Planning and design of sewer rehabilitation capital projects and implementing repairs in wastewater collection.

 

  • Outfall Canals, Pump to the River (Option 2a), Orleans and Jefferson Parishes ($200 million). Authorization of Hoey's Basin diversion to divert storm water from Jefferson Parish to the Mississippi River.

 

  • IHNC, GIWW, and Harvey Canal Closure ($50 million). Requires operation and maintenance expenses of the Inner Harbor Navigation Canal Closure, the Gulf Intracoastal Waterway West Closure, and the Harvey Canal Closure to be the responsibility of the Corps of Engineers

 

  • Beneficial use of dredged material ($500,000). To conduct a study of the international dredging market to identify the causes of dredging cost differences between domestic and international dredging costs; and, based upon the findings of the study, authorize the Corps of Engineers to carry out a demonstration program on the use of new dredging technologies and techniques to improve the efficiency of restoration dredging.

 

  • Wetlands Restoration ($100 million). Bonnet Carre authorization to be modified to designate diversion as multi-use structure for flood control and ecological restoration for LaBranche Wetlands.

 

  • Louisiana Coastal Area ($100 million). Authorize the hardening of critical facilities in the coastal areas as identified in the LACPR analysis and design.

 

  • Grand Isle Navigation ($8 million). Grand Isle Waterline protective measures. 

 

  • Louisiana Coastal Area Science and Technology Program ($100 million). The authorization for the existing LCA Science and Technology program should be expanded to include all forms of coastal sustainability (i.e. hurricane/flood protection, coastal restoration, building standards, elevation of homes, etc) and should be required to be housed and administered in Louisiana

 

  • Beneficial use of dredged material ($35 million). Pilot program using Corps dredges to conduct beneficial use of dredged material projects/study

 

  • Corps Evaluation ($150 million).  Inclusion of language to modernize or improve the project development process.

 

  • Sewerage and Water Board of New Orleans ($100 million).  Section 219 Environmental infrastructure project for the S&WB of New Orleans.

 

  • W-14 Canal Drainage, St. Tammany Parish ($235 million). Project includes canal modifications, bridge replacements, gated control structure and pump, construction of retention ponds & channel improvements.

 

  • Slidell Levee / Schnieder's Canal Levee modification, St. Tammany Parish ($75 million). Provides hurricane storm surge protection for Slidell, which remains unprotected from storm surge entering Lake Pontchartrain. Project involves an I-wall levee and various new levee segments to tie into existing local levees and proposes various improvements to existing local levees.

 

  • Morganza to the Gulf Hurricane Protection Project ($886 million). Providing additional resources regionally to assist in the State’s goal of creating, implementing, and enforcing a comprehensive coastal protection plan to protect Louisiana citizens.

 

  • Larose to Golden Meadow Hurricane Protection Project ($325 million). Providing additional resources regionally to assist in the State’s goal of creating, implementing, and enforcing a comprehensive coastal protection plan to protect Louisiana citizens.

 

  • Oyster Reef Restoration ($75 million). Authorize the restoration of historic oyster reefs off the coast of Louisiana to provide for the stabilization of the coastal area and other benefits.

 

  • Chenier Plain Reforestation ($60 million). Direct the Army Corps to proceed with implementation of reforestation and restoration under Section 5007 (6) of WRDA 07.

 

  • St. Charles, St. John and St. James Parishes Construction ($390 million). West Bank Construction authorization be provided for the West Short project contingent upon completion of chief’s report by Dec 2010.

 

  • Calcasieu Parish Navigation ($110 million). Authorize the construction of a new lock to assist with navigation.

 

  • St. Charles West Bank Levee ($150 million). Provides hurricane protection to the west bank of St. Charles Parish by authorizing for construction the St. Charles Parish West Bank Hurricane Protection project as a modification to the West Bank and Vicinity project

 

  • Borrow Areas / Southeast Louisiana Flood Protection Authority (East). Condition of borrow areas upon transferring to local sponsors.

 

  • Beneficial use of dredged material. Louisiana Coastal Area's Beneficial Use of Dredged Material: Clarify Section 7006(d) of WRDA 07 regarding cost share of LCA beneficial use of dredged material.

 

  • Coastal Protection and Restoration Authority clarification. Clarification to WRDA 2007 regarding crediting provisions of 7007(a)

 

  • Coastal Protection and Restoration Authority. Require the disclosure of expenses and overhead to the non-federal sponsor.

 

  • Source of funds. To direct the Army Corps of Engineers to accept Coastal Impact Program funds or monies associated with the Gulf of Mexico Energy Security act without further approval.

 

  • Beneficial use of dredged material. Clarification of the "federal standard" to allow for beneficial use of dredged material on Mississippi and Atchafalaya rivers.

 

  • Compliance with National Academies of Sciences. Require the Army Corps of Engineers to incorporate the recommendations of the National Academies of Sciences and to identify specific project recommendations in conjunction with the Louisiana Coastal Protection and Restoration (LACPR)

 

  • Addressing the concept of "induced shoaling". Clarifying that induced shoaling resulting from freshwater diversions that mitigate the effect of levees and navigation channels shall remain an operations and maintenance responsibility.

 

  • Harbor Maintenance Trust Fund. Include language that will allow for dedicated and expanded uses of the Harbor Maintenance Trust Fund.

 

  • Statutory Deadline Reporting. Establishing consequences for the Army Corps of Engineers’ missing statutory deadlines.

 

  • MR-GO Cost Share Clarification. Mississippi River Gulf Outlet (MRGO) study cost share clarification

 

  • Full Financial Audit.  Provision for full financial audit of the Greater New Orleans Area Hurricane Protection System project.

 

  • Future Lifts for Subsidence/Settling of HPS. Authorize Corps to construct levee lifts or other modifications to the South Louisiana hurricane and flood protection system

 

  • Project Clarification Process. Inclusion of language to allow for a Project Status Change Process.

 

  • Project Clarification Process. Inclusion of language to allow for a clarification of the role of the non-federal sponsor on PPAs.

 

  • Project Clarification Process. Inclusion of language to allow for the naming of a single non-federal sponsor.

 

  • Lessons learned. Inclusion of language that will allow for post-disaster analysis and the application of lessons learned.

 

  • Corps Organizational Improvement.  Inclusion of language that will allow for the improvement of the organizational structure of the Corps of Engineers.

 

  • Algiers Canal Levees. Reaffirm that Section 3084 controls over provisions in the emergency appropriations bills related to OMRR&R requirements of the Algiers Canal Levees.

 

  • St. Charles Parish Urban Flood Control.  Allow non-federal sponsor expenses for construction of pumping stations to be credited towards non-federal cost share.

 

  • Treatment of Levee/Roadway Interactions related to the NO area hurricane protection system.  Clarify that costs associated with modifications to roadways to accommodate NO area hurricane protection remain a project and not real estate cost

 

  • Northshore Integrated Hurricane Protection.  Authorizes the Corps of Engineers to develop a plan to provide integrated hurricane/flood protection and coastal restoration to the north shore of Lake Pontchartrain and direct the Secretary of the Army to immediately proceed to implementation of measures identified through the LACPR analysis and design (Cat 5 report) to prevent high storm surges from entering Lake Pontchartrain to implement program components prior to the completion of final study.

 

  • Amend Section 5007 of WRDA 07.  Would amend WRDA 06 to require the Army Corps of Engineers to expedite completion of South Central Louisiana program for integrated hurricane / flood protection

 

  • Hurricane and Storm Damage Reduction.  Direct the ASA to construct features of the Southwest LA coastal protection plan as identified rather than waiting for completion of entire report.

 

  • Acadiana Hurricane and Storm Damage Reduction.  Acadiana Gulf of Mexico Access (AGMAC) / Vermillion Parish, Louisiana to include an authorization modification and a section 902 waiver.

 

  • Louisiana Coastal Area. To require the task force established in WRDA 2007 to develop proposed criteria for the establishment of a programmatic authorization pilot program related to coastal community sustainability in Louisiana

 

  • Outfall Canals, Pump to the River (Option 2a), Orleans and Jefferson Parishes. Third party review of the outfall canal project at the conclusion of which the safest recommendation would be authorized for construction.

 

  • Vermillion Parish Protection. Authorize survey for canal and structure to make recommendations for improving systems to maintain or increase amount of fresh water.

 

  • MRGO Closure/Restoration - Bayou LaLoutre. Authorized through WRDA 2007, the restoration of the Bayou LaLoutre Ridge will prevent the loss of future wetlands in this area and reduce storm surge, and the Corps should be directed to immediately proceed with restoration efforts.

 

  • Louisiana Coastal Areas (Myrtle Grove). Myrtle Grove diversion modification to allow for dedicated dredging and allow for modifications to exceed by 50 percent the authorized amount.

 

  • Jesuit Bend Flood Protection. Eastern Tie-In Modification for Jesuit Bend community in Plaquemines Parish
