 **Read Carefully: Congressman Cao determined that these projects were worthwhile to his constituents and submitted them to the proper House Appropriations Subcommittee for their full consideration.  Only a fraction of these projects will ultimately be funded.

Red Cross/SELA Preparedness - $333,894
This funding will expand programs to include community and socially-based disaster preparedness programs and increase its volunteer readiness teams.  It will pay for training, materials, equipment and staff preparation to help the chapter to better respond in a disaster situation.

Mississippi River Levees Maintenance and Construction - $5,000,000
The funding for this project would go towards providing protection against a projected flood having a flow of 3,000,000 cubic feet per second (cfs) at the latitude of Old River.

The funding would go towards raising, strengthening, and in some cases, extending existing levees to stronger flood protection along the Mississippi River west bank from Black Hawk to Venice, and on the east bank from Baton Rouge to Bohemia, LA.

The funding would go towards identifying and implementing ecosystem restoration projects to restore and protect coastal Louisiana.

South Louisiana Hurricane Protection / Louisiana Coastal Protection and Restoration - $5,000,000
The funding would go towards overall efforts to comprehensively address storm damage risk reduction protection, coastal restoration and flood control needs in South Louisiana and would provide a detailed study as part of the LACPR initiatives.

Mississippi River (Baton Rouge to the Gulf) Operation and Maintenance $95,000,000
The funding for this project would go towards the operation and maintenance of the Mississippi River, Baton Rouge to the Gulf of Mexico project which provides a 45-foot deep draft channel between Baton Rouge and the Gulf of Mexico.

Southeastern Louisiana Construction - $12,250,000
The funding would go towards channel and pumping station improvements in Orleans and Jefferson Parishes to support the parishes’ master drainage plans and generally provide flood protection on a level associated with a ten-year rainfall event, while also reducing damages for larger events.

Gulf Intracoastal Waterway Operation and Maintenance - $53,100,000
The funding for this project would go towards the operation and maintenance of the Gulf Intracoastal Waterway (GIWW) which crosses through all five states that comprise the Gulf of Mexico coastline and provides a protected passage for barge traffic to move vital commodities along the Gulf Coast.

Audubon Society’s Ocean Education Outreach Program - $500,000
This program would support the aquarium’s outreach programs including ocean learning based on national science standards; professional development for educators to provide curricula for classroom use; Audubon-led conservation projects for 6-8th graders; and 9-10th graders’ mentoring projects through Audubon Aquarium of the Americas and Audubon Aquatics Center.

Audubon Whooping Crane Recovery Program - $500,000
This program will help build new breeding pens and enhance the Audubon Institute’s ability to breed the endangered cranes. It will also go to support a state-of-the-art facility.

Audubon Living Science Museums - $500,000
This funding will advance development of the museum’s second phase of expansion in the U.S. Custom House, including strengthening technology infrastructure with new wiring for electrical service, communications and computer network. Additional exhibit design and a Louisiana visitor’s center are also Phase II elements.

Ares rocket program at Michaud Assembly Facility - $87,500,000
This project would ensure that the Michaud Assembly Facility (MAF) is fully outfitted and ready for the Ares I and V launch. Funds for this project would support he addition of vertical assembly and welding high-bay; modifications to support Ares I Upper Stage Manufacturing; Ares I Upper Stage Manufacturing heavy tooling; MAF building 110 modifications to support liquid oxygen proof tests; MAF building 131 modifications to allow application of environmentally compliant thermal protection system to Ares I Upper Stage.

Increasing Capacity in the New Orleans - $200,000
These funds will be used to renovate and repair a boys’ residential facility on Bienville Street.

Boys Town (New Orleans) At-Risk Youth Programs - $147,000
This requested funds would support the expansion and integration of the Boys Town Treatment Family Home program and its In-Home Family Services program to serve more at-risk girls and boys (in the juvenile justice system) and their families.

Catholic Charities Family Justice Center - $2,000,000
This funding would enable the facility to maintain and expand their services and operations to serve more victims of family violence and their children.

This project will allow Catholic Charities’ Operations Helping Hands (OHH) program to help more homeowners rebuild their homes and lives after Katrina by using a combination of professional contractors and volunteers.

The Program of All-inclusive Care for the Elderly - $4,000,000
The funding will allow PACE, a community-based alternative to nursing home care, to expand its services onto the Westbank of Jefferson Parish and into Monroe and Alexandria, LA.

The City of New Orleans Medical Emergency Response Facility - $5,000,000
This funding will enable the purchase of five additional Medical Emergency Response Facility (MERF), a portable ten-bed emergency facility which can be deployed and read to receive patients in roughly an hour.

New Orleans Sewerage and Water Board Environmental Improvements - $17,000,000; Agency:  Corps of Engineer; Account:  E&W / ACOE / Construction.  These critical environmental improvements will include:  improved water intake, advanced water treatment, improved chemical systems, rehabilitation of mains and hydrants, a water system replacement program, and increased security measures.

New Orleans Emergency Medical Services - $2,066,000
New Orleans Emergency Management Systems is the only 9-1-1 emergency service provider for the City of New Orleans and Orleans Parish. Since Katrina, EMS has operated out of two single-side FEMA trailers adjacent to the Morial Convention Center, underneath an overpass. This funding will allow EMS to move into a permanent facility and to help modify and renovate a proposed facility located on City Park Avenue.

Methodist Hospital - $10,000,000
Since Hurricane Katrina, New Orleans East, parts of Gentilly, and Lakeview have been without a hospital. This funding would be used towards developing a hospital in New Orleans East.

Gentilly Clinic/Health Disparity Initiative (Dillard University) - $790,640
This funding will go towards placing a health clinic in the Gentilly neighborhood that has been without healthcare since Hurricane Katrina and will promote community outreach programs on health issues that disproportionately affect African-Americans.

The Business Incubator for Small Business and Minority Businesses in New Orleans - $1,187,000
This funding would go towards the rehabilitation two vacant, public facilities in Gentilly to be developed into a business incubator in the Gentilly Commercial Corridor.

Support for Dillard University’s “Eighth Grade University Initiative” - $463,080
This funding would go towards training costs for instructors, lab fees, tutors, mentors and administrative elements for Dillard’s initiative admitting eighth grade students to a pre-collegiate program.

Holy Cross Project Renewable Energy and Backup Systems for Sustainability and Use by First Responders - $550,000
The funding will go towards construction of and LEED Platinum standards for 5 single-family homes, an 18-unit apartment building, and a Community Development / Sustainable Design and Climate Action Center.

Maritime Security Program - $174,000,000
This funding would go towards the Maritime Security Program (MSP), a fleet of 60 privately-owned, militarily useful, United States citizen-crewed United States flag vessels, to serve national security requirements and provide a competitive presence in international commercial trades. Central Gulf and Waterman each have 4 U.S.-flag ships in the MSP and Intermarine has 2 U.S.-flag ships in the MSP.

Second Harvest Food Bank - $4,000,000
This project will allow the food bank to work with state & federal agencies to provide disaster relief. This project meets the State, Federal, & Local responsibilities to provide critical nutrition & safety services to underserved & low income populations in non emergency & emergency situations.

Joint Reserve Base/Naval Air Station Belle Chasse, LA
Ordnance Compound Relocation, Phase 1 - $ 8,829,158
The requested funding would be used to purchase land for the relocation of the base Ordnance Compound to an undeveloped area from its current location in the middle of the base.  Explosive safety arcs associated with the ordnance magazines significantly reduce the amount of developable land near the inhabited sections of NASJRB facilities limiting the installations growth potential.

159th Fighter Wing Squadron Operations Facility - $10,000,000
This project would construct a new F-15 Fighter Squadron Operations Facility at NAS JRB New Orleans for the Louisiana Air National Guard. The current facility is approximately 25 years old and extremely limits the mission capability of the fighter squadron.

Louisiana Department of Education. Office of School and Community Support. 1201 North Third Street, Baton Rouge, LA 70804-9064 Louisiana Department of Education Jobs for America’s Graduates program - $750,000 
This funding would go towards additional funding for the JAG-LA programs to reach into each parish in Louisiana.

This project would fund a master plan for widening and elevating the interstate in New Orleans.

Building of the Almonaster Bridge - $1,000,000
This funding will be used to construct a bridge across the Inner Harbor Navigation Canal. The bridge is part of the Southern Rail Gateway, which ties together rail operations between the East and West Coasts of the United States.

I-49 South Upgrades - $30,000,000
The funds requested will be used to upgrade parts of U.S. I-90 to interstate standards, including interchange modifications and the addition of service roads. The project will complete I-49 between Lafayette and New Orleans and will become part of the future tie into the national route between New Orleans and Kansas City.

Loyola Univ./Center for Music Entrepreneurship - $775,000
The Center will use the funding request to produce master classes, seminars, publications and conferences. These programs will help grow and develop New Orleans’ unique musical landscape while providing new and working musicians with entrepreneurial tools. Eventually, the program will evolve into a bachelor and master’s degree level discipline.

New Orleans Institute for Quality and Equality in Education - $925,000
Loyola University of New Orleans would like to create an institute charged with evaluating Orleans Parish’s post-Katrina school system. Specifically, the institute will examine quality of education and conduct studies to evaluate equality in the educational system

This will fund the construction of a permanent primary health care facility in the New Orleans East community.

This funding would be used to design and construct the U.S. Freedom Pavilion and its exhibitions which teach the importance of service to the nation, including the importance of service in the United States Armed Forces.

Tulane/Children’s Health Fund - $300,000
This funding will launch the New Orleans Children’s Health Project Wellness Program which will take a multi-pronged approach to fighting childhood obesity, a condition which affects one-third of children in Louisiana.

Funding for to repair New Orleans’ City Park - $3,200,000
This funding would go towards the repair and modernization of City Park’s Botanical Garden facilities and surrounding infrastructure that were not covered by FEMA program reimbursements including restoring walkways, drainage, historic areas and facilities and related areas as well as expansion of the Conservatory

Sound Walls along I-610 - $5,000,000
This project funding would be used to construct sound walls along the North right-of-way of I-610 between Wisner Blvd and Marconi Drive given that many facilities and areas adjacent to I-610 have diminished use and significant noise impacts including the historic Popp’s Fountain area and the Pan American Stadium.

The project funding would enhance coordination of existing resources while creating community based prevention and intervention programs through collaboration with law enforcement and prosecution, specifically to provide mentors, counselors and investigators to attend community meetings to identify community level concerns, most notably crime. Additionally, funding would go towards social services to identify non-violent adult and juvenile offenders who would benefit from being diverted out of the criminal justice system and into meaningful mentoring programs.

Funding to fight crime and substance abuse and to deter related crime in New Orleans - $16,993,640
This funding would go towards much-needed crime fighting tools, resources, and infrastructure to help the community take back the streets in the struggle for post-Katrina recovery in New Orleans. Specifically, this funding includes: additional staff for the New Orleans Police Department ($2,390,000); D.A. / Prosecutorial support ($4,892,400); Juvenile Justice services, including training and day center facilities ($3,177,000); additional Drug Court programs ($4,127,140); additional staff for the Orleans Parish Public Defenders office ($2,407,100); and, drug treatment infrastructure ($4,000,000)

Ochsner Bone Marrow Transplant Facility Reconstruction - $530,000
This funding would pay for reconstruction of Orleans Parish bone marrow transplant facility and provide new equipment all of which was lost in Hurricane Katrina.

This funding will go towards funding additional equipment to accompany a new dredge currently under construction by the Port.

Expansion of the Port of New Orleans’ Napoleon Avenue Container Terminal - $113,000,000
This project would replace the existing Napoleon Avenue Wharves with with new, higher capacity wharves built to handle container cranes, enabling the Port to have direct access to the container yards and increase the terminal capacity from 366,000 TEU’s (container units) to 560,000 TEU’s.

Modifications to the Port of New Orleans Cold Storage facility - $16,500,000
This funding would go towards demolition of the Cold Storage facility’s existing sheds and construction and equipment for 140,000 square feet of new building with 113,000 square feet of refrigerated warehouse space. The existing cold storage facility is located on the Mississippi River Gulf Outlet (MRGO) which is being shut down.

Concrete Paving Improvements at the Port of New Orleans Louisiana Avenue Terminal - $7,200,000
The funding would go towards the rehabilitation of 11 acres of the marshalling yard at the Louisiana Avenue Terminal with removal of the existing concrete paver blocks and construction of new reinforced concrete pavement and drainage system.

Dredging Equipment-  $8,000,000
The funding would go towards additional equipment to accompany a new dredge currently under construction by the Port; the current dredge employed has been in service for more than 30 plus years – well past its normal life cycle.

Second Harvest Food Bank - $9,000,000
The Second Harvest Food Bank provides assistance to the needy and will use these funds to enlarge, renovate and refurbish its facilities in Jefferson Parish, Alexandria and Monroe, which can be used for food storage and by the Centers for Disease Control for emergency vaccinations.

Funding for data collection to determine shrimp fishery compliance with federal regulations to reduce bycatch and rebuild red snapper - $1,500,000This funding would support the development, manufacture, and deployment of Electronic Logbooks (ELBs) to measure fish and shrimp counts in the Gulf, which would improve the efficiency of fishing fleets.

Student Life Complex at the Southern University at New Orleans - $10,000,000
The project would provide additional capacity for first-time living facilities for students and would fund a day-care facility that will provide jobs, early childhood development opportunities and student training; barber and beauty shops; computer laboratory; game room; fitness center; coffee shop; auditorium and meeting rooms; printing facilities, book store; and fast food facilities. This funding would also go towards providing training to enable students to continue their education and develop new skills, readying them for the workforce.

SPAWAR Systems Center (SSC/ITC) New Orleans - $20,000,000
This funding for the SPAWAR Systems Center Atlantic New Orleans Office which provides information technology services and support to the Departments of the Navy and Defense (DoD), as well as other federal agencies will be used to update the current operations environment at the SSC/ITC and support the technical refresh of the SSC/ITC Computer Operations Center.

Space and Naval Warfare Systems Command (SPAWAR). 2251 Lakeshore Drive, New Orleans, LA 70145
SPAWAR Systems Center (SSC/ITC) New Orleans - $10,000,000
This funding for the SPAWAR Systems Center Atlantic New Orleans Office which provides information technology services and support to the Departments of the Navy and Defense (DoD), as well as other federal agencies be used to provide (IT) solution research and prototypes that address critical Navy operational issues including providing GIS, Anti-Submarine Warfare and Mine Warfare capabilities to support Reachback cells and added functionality to the Navy Oceanographic Portal.

St. Claude / St. Roche Revitalization - $2,000,000
The funding would be used to: catalyze the revitalization of this primarily National Historic District; promote economic development, small business incubation, public safety, provide child care services as well as deliver services, products and programs that promote physical, nutritional, intellectual and environmental well-being for local and regional citizens and markets; and help heal the economic and racial divide between the six neighborhoods on either side of the St Claude Corridor.

M1117 Guardian Armored Security Vehicle (ASV) – Support President’s Budget
The funding would be used to support President Obama’s budget request for more than 1,000 ASV which are 4-wheeled armored vehicles used convoy and security missions and which are very effective against Improved Explosive Device (IED) and Rocket Propelled Grenade (RPG) threats in Iraqi and Afghanistan.

Clean Power and Energy Research Consortium: Energy Conversion and Conservation Center - $10,000,000
CPERC will use these fund to address critical scientific and engineering issues in clean power and energy generation to develop technologies to reduce fuel consumption and greenhouse gases emissions in the U.S. This is a joint venture between UNO, Louisiana State University, LSU, Tulane, Southern University, Nicholls State University, University of Louisiana at Lafayette, and the Louisiana State AgCenter.

This funding will go towards research and instrumentation in this state-of-art sediment dynamics facility at Tulane University, the primary focus of which will be behavior of river sediment in deltaic regions with a particular emphasis on the lower Mississippi. RAND/Tulane Health Worker Training - $530,000
The funding will pay for for personnel, equipment, supplies and a learning lab at a community health worker training institute at Tulane University in conjunction with RAND where workers will be trained in effective ways of conducting outreach, identifying patients with mental health needs and general advocacy.

This funding would be used primarily towards hiring a full time community outreach coordinator/legal fellow and to support their work towards the better functioning of the entire criminal justice and legal system at Tulane’s Domestic Violence clinic.

This funding will strengthen and expand the capacity of the Tulane City Center (TCC) and its resident programs. TCC’s applied research addresses both a national need for the improved understanding of urban environments and implementation of effective projects, as well as an acute regional need for these services following the catastrophic destruction of much of the urban fabric of New Orleans.

Biosensors for Defense Application - $2,500,000 
This funding will leverage Tulane and Xavier Universities biosensor and risk assessment technologies (which provide real-time information about threats from bioterrorism and environmental polluters) program to develop biologically derived sensors for detecting pollutants and contaminants.

Phytoestrogen Research – $2,000,000
This funding would allow the USDA Agricultural Research Service to partner the Tulane / Xavier Center for Bioenvironmental Research (CBR) and the University of Toledo to manipulate phytoestrogen (which has been linked to a decrease in the incidences of several diseases, including breast and prostate cancer) and phyto-antiestrogen levels in soybean seed and soy-based products.

Tulane University National Primate Research Center - $24,000,000
This funding would be used for the National Primate Research Center at Tulane, one of the nation’s Regional Bio-Containment Laboratories, whose two significant mandates are: 1) support research for the development of drugs, vaccines, and diagnostics for emerging infections and biological threats and 2) provide surge capacity in case of a public emergency response an infectious disease outbreak or bioterrorism attack.

This funding would support continued Army / Department of Defense research for biodefense vaccine development and would establish a partnership between DoD and Tulane and Xavier Universities leveraging the latter’s two existing research programs.

Police integrity through research into the use of force by police - $300,000
The project will offer tools to support local law enforcement agencies manage police integrity and the use of deadly force including: a comprehensive research based curriculum to help manage law enforcement integrity and the use of force including ethical, legal, psychological decision components; tools useful in screening officers in terms of integrity and decision ability; and training for approximately 1000 officers.

This funding will be used to create a center with the sole purpose of studying and improving disaster preparedness, including reviewing factors which help communities prepare for disasters and determine the best ways to do so and seeking sustainable solutions to protect the Gulf.

This funding will help found the University of New Orleans / Tulane Public-Private Partnership for Charter School Development and Assessment to critically assess the work of the many newly-established charter schools and to ensure that K-12 education in this area serves as a model for the nation. It will also foster communication between the state, schools and stakeholders on the success of the schools and document the programs and impact they have on the communities they serve.

This funding is for the Nims Entertainment Arts and Multi-Media Technology, a high-tech, multi-level, multi-skill, fast-track training program designed to create a new cutting-edge Louisiana industry in the areas of post-production visual and special effects and animation production that are an integral component in the production of motion pictures, animated films, and commercials.

Advanced Materials Research Institute (AMRI) at UNO - $6,000,000 
This request would support the Advanced Materials Research Institute (AMRI) at UNO. AMRI is developing materials for the U.S. military’s requirements in computing, sensing, and telecommunications. Funding would allow UNO to unify its military research initiatives, and move into new and developing Thermoelectric technologies.

Advanced Manufacturing of Aerospace Structures - $5,000,000
This funding will go toward the University of New Orleans’ National Center for Advanced Manufacturing-Louisiana Partnership (NCAM-LP) and research, testing and deployment of three advanced manufacturing processes with the goal of improving the quality and efficiency of these systems; broadening the application of the equipment; coordinating research between the NASA Marshall Space Flight Center, NASA Michaud Assembly Facility and NASA Stennis Space Center; and transferring the technology to other industries through education and training.

College of Sciences Climate Change Consequences at the Coast project - $5,000,000
This finding will go towards priority research on the effects of future climate change on the coastal resources of the northern Gulf of Mexico, including assessments of future sea-level rise on wetland sustainability and coastal fisheries, predictions of future changes in coastal water quality and salinities and its influence on fishery resources, and mapping of coastal habitats particularly sensitive to changes in temperature and precipitation regimes.

This funding will continue the Pontchartrain Basin Program, in cooperation with the University of New Orleans’ Pontchartrain Institute for Environmental Sciences, to conduct priority research and provide science support for the restoration of the Pontchartrain Basin through the Pontchartrain Restoration Program (PRP).

This funding would go towards constructing an essential connection between the hospital’s heliport, located on the north garage, and the hospital, to evacuate patients in the event of flooding on the first floor of the hospital during future storms.

This funding would be used to expand programming in New Orleans and vicinity, to focus specifically on gang prevention and intervention services, with the majority of the funding used to staff the intervention and prevention services and to fund alumni program graduates through both stipends and salary to conduct the prevention training and program retreats.

This funding would be used to fund salaries, consulting fees, travel costs, materials and supplies for the Zero to Three program, which provides information to and supports professionals and policymakers involved in the lives of infants and toddlers with the goals of protecting young children removed from their homes because of maltreatment and preventing them from entering the juvenile justice system.
