As Co-Chair of the Vietnam Caucus, he wrote letters to commend major internet companies which have pledged to protect identities of dissident bloggers and to pressure other companies to do the same
 
As a member of the Human Rights Caucus, he worked with the Tom Lantos Human Rights Commission to hold hearings about human right abuses in Vietnam, Burma and Tibet and refugees situations in Sri Lanka, Darfur and Columbia refugees in Ecuador
 
 Co-signed a letter to Secretary-General Amre Moussa (of the Arab League Mission to the United States) urging the Arab League to condemn Khartoum’s violation of international humanitarian law, demand that it reverse its expulsion order (of evicting 13 international aid organizations and 6,500 aid workers from Darfur, and ending the conflict in Darfur inflamed by Sudan

Co-Sponsored H.Con.Res. 87, thereby observing the 15th anniversary of the Rwandan genocide and calling on all responsible nations to uphold the principles of the Convention on the Prevention and Punishment of the Crime of Genocide
