Full international participation is a necessity:

If climate change is a global problem, then all of the world’s nations should be part of the solution. Developing nations like China and India are refusing to reduce greenhouse gas emissions, which will give these nations an economic advantage over those countries that are working towards reductions. The emission levels of these nations are rising rapidly, and without their participation, any climate change treaty is unlike to lead to significant greenhouse gas reductions.

The only way for the world to confront climate change is for every country to be part of the effort.
