On behalf of the Delaware County Board of Supervisors, I requested that the FY 2011 Agriculture Appropriations bill contain $200,000 for technical and analytical assistance for Delaware County dairy farmers.  This is an appropriate use of taxpayer funds because it will protect New York watersheds from excessive nutrient loading and help New York State meet total maximum daily load restrictions for the Susquehanna River basin.

On behalf of the Lake George Association, Inc., I requested that the FY 2011 Agriculture Appropriations bill contain $1,200,000 for the comprehensive overhaul of stormwater infrastructure for the Lake George watershed.  This is an appropriate use of taxpayer funds because it will protect water quality for North Country communities and preserve the health and beauty of Lake George, a center of our community and tourism economy.

Protecting New York Timber from Invasive Species, New York State (Statewide)
Amount:  $800,000

On behalf of the State University of New York College of Environmental Science & Forestry (in collaboration with NYSDEC Lands & Forests), I requested that the FY 2011 Agriculture Appropriations bill contain $800,000 for the eradication of Asian Long-Horned Beetles in New York forests.  This is an appropriate use of taxpayer funds because it will save forest industry jobs and protect the health of New York forests from this destructive invasive species.

On behalf of the Alcohol and Substance Abuse Prevention Council of Saratoga County, Inc., I requested that the FY 2011 Commerce, Justice and Science Appropriations bill contain $40,000 for the Saratoga County Youth Court.  This is an appropriate use of taxpayer funds because it will address early anti-social, delinquent, and criminal behavior in order to prevent youth crime and recidivism.

On behalf of the Schenectady County District Attorney and the Upstate New York Law Enforcement/Forensic Science Integration Partnership, I requested that the FY 2011 Commerce, Justice, and Science Appropriations bill contain $925,000 for the Upstate NY Law Enforcement/Forensic Science Integration Project.  This is an appropriate use of taxpayer funds because it will help ensure that criminal justice agencies can effectively track the progress of laboratory analyses of physical evidence in criminal cases in Saratoga, Rensselaer, Warren and Washington Counties.

Amount:  $5,100,000

On behalf of the 109th Airlift Wing at Stratton Air National Guard Base, I requested that the FY 2011 Defense Appropriations bill contain $5,100,000 to outfit improved propeller systems for LC-130 aircraft participating in the National Science Foundation Polar mission.  This is a valuable use of taxpayer funds because this investment provides significant improvements in take-off performance, flight safety, and fuel efficiency for aircraft facing difficult flight conditions, ensuring that the critical resources of the 109th Airlift Wing and Stratton Air National Guard Base capably support a key mission.

On behalf of the University at Albany’s Cancer Research Center, I requested that the FY 2011 Defense Appropriations bill contain $1,400,000 to establish a Clinical Research Core for the diagnosis and treatment of diseases caused by environmental carcinogens and toxins.  This is a valuable use of taxpayer funds because this investment will increase the armed services’ access to research in gene-environment interactions, hastening the development of vaccines and treatments for soldiers exposed to contaminants.

Bolton Wastewater Treatment Plant, Bolton, New York
Amount: $500,000

The funding would be used to retrofit the Town of Bolton's Wastewater Treatment Plant with an innovative energy treatment process.  This is a valuable use of taxpayer funds because the retrofit will directly increase plant energy savings and implement a more energy efficient and environmentally friendly wastewater treatment process.

Preservation of Manufacturing Jobs through Renewable Energy and Creation of a Center for Sustainable Manufacturing, Hudson, New York
Amount:  $1,000,000

On behalf of the Columbia Economic Development Corporation, I requested that the FY 2011 Energy and Water Appropriations bill contain $1,000,000 to establish an investment fund for environmental sustainability projects focused on alternative energy.  This project would also provide technical assistance to manufacturers increasing their facility energy efficiencies.  This is a valuable use of taxpayer funds because this investment will increase the use of alternative energy sources among manufacturing companies and small businesses, spurring job growth and technology innovation.

New York State Solar Electric Incentive Programs, Copake, New York
Amount: $35,100

On behalf of the Town of Copake, I requested that the FY 2011 Energy and Water Appropriations bill contain $35,100 to procure and install solar panels on the roof of the Copake Town Hall, adding rows of photovoltaic modules equating to a total rated power of 24.0kw (240v).  This is a valuable use of taxpayer funds because this investment grows the solar industry, an important sustainable energy source, and stimulates our economy by creating jobs in solar manufacturing and installation.

Large-Scale Wind Training Program, Hudson Valley Community College, Troy, New York
Amount:  $463,347

On behalf of the Hudson Valley Community College, I requested that the FY 2011 Energy & Water Appropriations bill contain $463,347 for a Large-Scale Wind Training Program.  The funding will be used to expand the college’s renewable energy training program by initiating a large-scale wind technician training program.  This is a valuable use of taxpayer funds because the program will provide the job training necessary to promote the growing wind energy industry, as well as prepare students for new green jobs in Upstate New York.

Center of Excellence in Watershed Applications of Technology for Economic Revitalization, Delhi, New York
Amount: $1,500,000

On behalf of the State University of New York College of Technology at Delhi (SUNY-Delhi), I requested that the FY 2011 Energy and Water Appropriations bill contain $1,500,000 to deploy a subsurface disposal/irrigation system, increasing the efficiency and capacity of a regional Waste-Water Treatment plant. This is a valuable use of taxpayer funds because this investment deploys a highly efficient technology that directly reduces the environmental impact of post-process phosphate-bearing water in the Little Delaware River.

On behalf of Delaware County, I requested that the FY 2011 Homeland Security Appropriations bill contain $1,700,000 for the development of an interoperable communications network among regional first response agencies.  This is a valuable use of taxpayer funds because this investment will extend emergency communications to areas of our nation where no coverage currently exists, complying with public safety missions and enabling emergency response and recovery.

Water Service Extension to Malta Ridge Main Station, Malta, New York
Amount: $15,000

On behalf of the Malta Ridge Volunteer Fire Company, Saratoga County, I requested that the FY 2011 Homeland Security Appropriations bill contain $15,000 for extending a water line to Malta Ridge's main volunteer fire station, providing hydrants and potable water to a facility currently residing on a well.  This is a valuable use of taxpayer funds because this investment will provide critical fire suppression and potable water to a facility that serves as a community refuge during times of emergency.

This is a valuable use of taxpayer funds because this investment assures public safety and shelter to citizens during times of emergency.

On behalf of the Warren County Office of Emergency Services, in coordination with first responder agencies of Warren and Washington Counties, I requested that the FY 2011 Homeland Security Appropriations bill contain $760,000 to build an Emergency Services Training Center for regional fire, emergency medical services, and law enforcement agencies.  This is a valuable use of taxpayer funds because this investment will provide the infrastructure and planning needed to effectively train and educate our region’s first responders, ensuring our citizens’ public safety.

The Town of Ballston Water Tank Rehabilitation Project, Ballston Spa, New York
Amount:  $221,375

On behalf of the Town of Ballston, I requested that the FY 2011 Interior & Environment appropriations bill contain $221,375 to rehabilitate a 500,000 gallon elevated water tank, which provides safe drinking water to 1,900 residents. In addition, the project is necessary to comply with a mandate from the New York Department of Health.  This is a valuable use of taxpayer funds because it will ensure access to clean drinking water.

Warren County Exit 18/Carey Park Sewer Extension Project, Glens Falls, New York
Amount: $56,650

On behalf of the Economic Development Corporation of Warren County, I requested that the FY 2011 Interior & Environment appropriations bill contain $56,650 for the engineering and design of the extension of existing sanitary sewer facilities currently located east of the I-87 Exit 18 corridor in the Town of Queensbury to the undeveloped industrial land located on the west end of I-87 Exit 18. This is a valuable use of taxpayer funds because the sewer facilities will support further economic development in Warren County.

Village of Greenwich Water System Improvement Project, Greenwich, New York
Amount: $500,000

On behalf of the Village of Greenwich, I requested that the FY 2011 Interior & Environment appropriations bill contain $500,000 for the construction of a water filtration system, repairs to an aging water tank, and upgrades to aging water mains to ensure access to safe and reliable drinking water.  The Village is currently under an advisement by the New York Department of Health warning of potential contamination of the water supply and loss of system storage capacity.

Water Line Extension Project, Halfmoon, New York
Amount: $477,000

The technical correction request would allow the Town of Halfmoon to use their FY 2008 appropriation to: (1) Replace approximately 2,200 feet of existing water main with 8' high-density polyethylene pipe and install approximately 4,500 feet of new 8' HDPE water main; (2) Install a pressure reducing valve station along the upper Newton Road water main line to reduce pressures to an acceptable level; (3) Rehabilitate the Brookwood Road Water Tank to include sand blasting and painting the tank interior and replacing the cathodic protection system. The project is a valuable use of taxpayer funds because it upholds the original intent of the FY 2008 appropriation to improve the Town’s drinking water.

The Maltaville Water Project, Malta, New York
Amount:  $1,000,000

On behalf of the Town of Malta, I requested that the FY 2011 Interior & Environment appropriations bill contain $1,000,000 to install 9,900 feet of PVC water main and appurtenances to connect 60 properties within the Hamlet of Maltaville to the Saratoga County Water Authority water main.  This is valuable use of taxpayer funds because the project will provide clean and safe drinking water to an area of Malta that has historic problems with low yielding wells, as well as poor water quality.

The Village of Red Hook Water Project, Red Hook, New York

On behalf of the Town of Red Hook, I requested that the FY 2011 Interior & Environment appropriations bill contain $1,000,000 for the installation of an alternative well field and controls.  This is the first step in a plan to rehabilitate the Village's water infrastructure and provide the Village of Red Hook with a reliable source of drinking water.  This is a valuable use of taxpayer funds because it will ensure that the people of Red Hook have access to reliable and safe drinking water.

Remediation of Vanderburgh Cove Wastewater Project, Rhinebeck, New York
Amount: $233,750

On behalf of the Town of Rhinebeck, I requested that the FY 2011 Interior & Environment appropriations bill contain $233,750 for the engineering and replacement of two Bioclere units at the existing water treatment facility.  The project will ensure that residents can continue to enjoy affordable, environmentally safe wastewater collection and treatment services.  Failure of the system threatens the Hudson River Estuary, as well as several local drinking water systems.  This is a valuable use of tax payer funds because the project will ensure continued wastewater treatment services and will ensure the safety of the area’s drinking water.

The Saratoga Medical Park Water Line Extension Project, Saratoga Springs, New York
Amount: $943,800

On behalf of the Saratoga Hospital, I requested that the FY 2011 Interior & Environment appropriations bill contain $943,800 for the extension of a water line approximately one mile from the Town of Ballston to the Saratoga Medical Park at Malta.  The extension will support the development of the medical campus, which could include a hospital, nursing home, assisted living community, independent senior housing, ambulatory care, medical office buildings, and a helipad.  This is a valuable use of taxpayer funds because the new medical campus would serve all of Saratoga and Washington counties.

Warrensburg Wastewater Treatment Plant Expansion, Warrensburg, New York
Amount:  $404,800

On behalf of the Town of Warrensburg, I requested that the FY 2011 Interior & Environment appropriations bill contain $404,800 for the construction of a new wastewater lagoon at the Town's existing wastewater treatment facility.  The expansion is necessary to address residential needs and stimulate economic development.  This is a valuable use of taxpayer funds because it will support the development of 500 new residential homes and help attract additional private commercial investments in the community.

On behalf of Camphill Village, I requested that the FY 2011 Labor, Health and Human Services, Education and Related Agencies Appropriations bill contain $250,000 for initial construction of building an elder care community in Ghent to provide care for seniors of all levels of income and ability.  This is an appropriate use of taxpayer funds because community care best addresses the needs of seniors who require specialized care at dramatically less cost to the individual and the healthcare system.

On behalf of Springbrook, I requested that the FY 2011 Labor, Health and Human Services, Education and Related Agencies Appropriations bill contain $500,000 for construction of an Autism School within the School at Springbrook for 24 new children who are diagnosed with moderate to severe autism.  This is an appropriate use of taxpayer funds because it addresses the current need for adequate facilities to work with children with developmental disabilities.  New York currently sends hundreds of children out of state for treatment because there is not space at facilities in the region.

Amount: $400,000

On behalf of the Cairo Public Library, I requested that the FY 2011 T-HUD Appropriations bill contain $400,000 for the planning, design, and construction of a new library in Cairo, New York.  The current library facility serves as a central location for library resources, community programming, tax forms, internet, etc.  However, the facility is inadequate to meet the growing demand.  This is a valuable use of taxpayer dollars because the library serves as an important resource for this rural community and will increase quality of life in Cairo.

Adirondack Corridor High Speed Rail Improvements, Saratoga County, NY
Amount: $683,120

On behalf of the New York Department of Transportation, I requested $683,120 (Rail Line Relocation and Improvement) to design and rehabilitate sections along 12.12 miles of the Canadian Pacific Railway Canadian Subdivision which would improve Amtrak and freight rail service.  The scope includes installation of a turnout, field wielding of track joint and ballast surfacing. This is a valuable use of taxpayer funds because it will improve safety and foster economic progress in the region.

LEGISLATIVE LANGUAGE REQUESTS

Stratton Air National Guard Base (Authorization Language Request)

                         
Within the National Defense Authorization Act of Fiscal Year 2011, I requested that report language be included that would encourage the Air Force to include the Stratton Air National Guard Base Warehouse and Logistics Center in the Defense Department’s Future Years Defense Plan.  This language would help ensure that the Stratton Air National Guard Base continues to successfully execute operations that include the US National Polar mission and New York State Civil Support assignments.


Rural Designation for the Town of Moreau, New York (Language Request)

On behalf of the Town of Moreau, New York, I requested that the FY 2011 Agriculture Appropriations bill contain language directing the Secretary of Agriculture to consider the Town of Moreau, New York to be a rural area for the purposes of eligibility for Rural Utilities Service water and waste disposal loans and grants.  This is a valuable language request because the Town of Moreau is a rural community in need of waste water improvements in order to address current deficiencies and to provide the infrastructure necessary for future economic growth.
