Brown's Fiscally Responsible Legislation to 'Stamp Out Extinction'
Passes House for Second Time After Senate Approval

WASHINGTON - Today, the U.S. House of Representatives passed legislation authored by Congressman Henry E. Brown, Jr. (R-SC). The bill, H.R. 1454, the Multinational Species Conservation Funds Semipostal Stamp Act, creates a semipostal stamp to raise funds by the public for conservation projects for endangered keystone wildlife species including African and Asian elephants, rhinoceros, tigers, great apes and marine sea turtles. Upon passage, Congressman Brown made the following remarks.
“The Multinational Species Conservation Funds Semipostal Stamp is a fiscally responsible measure that utilizes no taxpayer dollars and will assist in the conservation of some of the most endangered, wildlife species on this planet. I thank the bipartisan group of 154 of my fellow colleagues who have cosponsored this bill and I am pleased to mark its passage by the House for a second time following its approval, with modifications, by the Senate.
The stamp will raise public awareness for these endangered species and the proceeds, less administrative costs, will be transferred to the U.S. Fish and Wildlife Service who will have responsibility to select those conservation projects that best achieve the goal of protecting these highly imperiled animals.
The Multinational Species Conservation Funds help preserve several endangered keystone wildlife species including marine sea turtles found on the beaches of South Carolina’s First District. As a supporter of the Marine Turtle Conservation Reauthorization Act of 2009, I am pleased that the stamp will raise money to help safeguard the presence of marine turtles on South Carolina’s coast.
The Multinational Species Conservation Funds Semipostal Stamp offers us a unique opportunity to establish a new creative funding mechanism, for a limited period of time and at no cost to the taxpayer, to help save some of the most iconic endangered species on this planet. I urge the public to utilize this stamp in promoting international wildlife conservation.”
NOTE: The Multinational Species Conservation Funds Semipostal Stamp is modeled after the breast cancer semipostal stamp that proved to be both fiscally responsible and effective. The United States Postal Service will sell this stamp to the public at a premium price for the purpose of generating greater revenue in support of this great cause. The stamp will enter circulation without the help of tax dollars and the CBO estimated that implementing this bill would have no cost to the government or taxpayers.
