The project will create a smart transportation system that will give the city better insight into traffic patterns throughout the Fayetteville area. The knowledge and information gained will help the city better design traffic signal timing in addition to improving safety along the city's major roadway corridors. This information can be gathered and applied specifically to the 8th Congressional District.

This project has regional significance because, when implemented, it will minimize congestion and increase intersection and corridor levels of service along national highway facilities servicing the Concord area. A large number of critical intersections are at ramps along I-85 (Dwight D. Eisenhower National System of Interstate and Defense Highways) which is vital to vehiclular traffic and commerce for the southeastern portion of the United States. Additional benefits include the reduction of vehicle air pollutants which, in turn, improves regional air quality.

Studies have shown that communities that invest in public transportation realize enhanced development and prosperity.
