MyCAA:  

I recently signed a letter to Secretary Gates expressing my concern with the sudden suspension of the Military Spouse Career Advancement Account (MyCAA).  This program provides support to military spouses allowing them to pursue portable careers in high demand, high growth occupations. 

I am pleased to report that on the morning of March 11, 2010, we received word from Dr. Clifford Stanley, Undersecretary of Defense, Personnel and Readiness, that the DOD has initiated a comprehensive program review that has resulted in the approval of a two-phase plan permitting the immediate resumption of operations.

  • Phase 1 begins Saturday, March 13, and will allow the 136,583 spouses currently in the program to continue executing their career training plans.
  • With regard to Phase 2, DOD is preparing options for the long-term management of the program. They intend to present these options with select program stakeholders prior to presenting them to Secretary Gates for consideration. This will occur within the next several weeks.

They will keep Congress apprised of how the restart progresses, and their intentions for the long-term posture of the program.
