DHS TASC Contract Awarded

November 23, 2010 (WASHINGTON) – The Department of Homeland Security announced that the Transformation and Systems Consolidation (TASC) contract, designed to consolidate its disparate financial, acquisition, and asset management systems into one integrated solution, has been awarded.

Rep. Bennie G. Thompson (D-MS), Chairman of the Committee on Homeland Security, issued the following statement:

“Since its inception, the Department of Homeland Security has spent millions of dollars in an attempt to integrate its nineteen separate financial management systems into one consolidated and auditable system. Today, it will embark upon its third attempt to cure its financial management woes by awarding the contract for the Transformation and Systems Consolidation (TASC) program. TASC, which is designed to integrate the Department’s financial, acquisition and asset management processes, is likely to be a multi-million dollar effort.”

“This Committee’s oversight began at the inception of the program. To date, that oversight has resulted in the Department’s implementation of new layers of internal control that did not previously exist and has adjusted its initial plan to require more internal and Congressional oversight. This does not, however, alleviate my concern regarding the cost of TASC and whether the Department will place too much reliance on outside contractors to meet its needs. Rest assured, I will continue the aggressive oversight of TASC I have maintained over the past few years to ensure that taxpayers’ dollars are not, once again, spent without the benefit of a clear and auditable solution.”

Rep. Christopher P. Carney (D-PA), Chairman of the Subcommittee on Management, Investigations and Oversight, added the following:

“While I am in favor of the Department of Homeland Security consolidating its myriad financial management systems into one integrated system, I am deeply troubled over the cost. Testimony received before my Subcommittee indicated that the Transformation and Systems Consolidation (TASC) effort could range from a minimum of $450 million to over and above $1 billion. Given the wide breadth of this range, I wrote to the OMB during its review of the TASC proposal. I am pleased that the Office of Management and Budget (OMB) directed the Department to phase-in TASC implementation until there is a better strategy in place.”
