October Grants Newsletter

Aloha,

Each year, federal dollars are distributed through grants and loans to institutions throughout the country. Individuals, universities, non-profit organizations, small businesses, and local governments can compete for these funds. Hawaii's 2nd District's universities and colleges, non-profit organizations, small businesses, and local governments are well-qualified to compete for these funds. This newsletter is designed to provide information and resources to my constituents who are seeking federal funds.

The October Newsletter contains postings from the entire month of October and is a comprehensive selection of grant opportunities available for local governments, school systems, non-profits, faith-based organizations and small businesses. This month there are notices from the Departments of Health and Human Services, NSF, NASA and the Department of State.

The Department of Agriculture has several announcements this month. Included among the announcements is the National Institute of Food and Agriculture Beginning Farmer and Rancher Development Program Grant:

The U.S. agricultural population is poised to make a dramatic change - half of all current farmers are likely to retire in the next decade. According to the 2007 Census of Agriculture, the average age of farm operators was 57 years. Farmers over the age 55 own more than half the farmland in the U.S. But the number of new farmers and ranchers over the age of 35 is increasing, as does the number of smaller farms and ranches nationwide.

To address the needs of this changing generation, Section 7410 of the Food, Conservation, and Energy Act of 2008 (Pub .L. No. 110-234) amended Section 7405 of the Farm Security and Rural Investment Act of 2002 and made available in Fiscal Year 2009, $17.2 million to fund a Beginning Farmer and Rancher Development Program (BFRDP). According to these legislations, a beginning farm is considered to be one that is operated by one or more operators who have 10 years or less of experience operating a farm or ranch. In 2007, approximately 21 percent of family farms met that definition.

Some of this month’s additional highlights include: 
•    The Office of Postsecondary Education (OPE)--Fulbright-Hays Faculty Research Abroad Fellowship Program CFDA Number 84.019A Grants provide opportunities to faculty members of institutions of higher education (IHEs) to engage in research abroad in modern foreign languages and area studies.
•    The  Department of Energy’s Chicago Service Center has announced the Annual Phase I Small Business Innovation Research (SBIR) Small Business Technology Transfer (STTR) Funding Opportunity Announcement Grant. Phase I grants resulting from this competition will be made during Fiscal Year 2011 to small businesses, in amounts up to $150,000 for SBIR and up to $100,000 for STTR. Phase I is to evaluate, insofar as possible, the scientific or technical merit and feasibility of ideas that appear to have commercial potential and/or substantial applications in support of DOE mission research facilities.
•   The AmeriCorps State and National Grant Competitions which include greater emphasis on evidence-based programs, information on priorities, definitions of Focus Areas, information on the review and selection process, and 2011 national performance measurement pilot information.
•   The National Endowment for the Humanities is soliciting proposals from institutions to participate in the Digital Humanities Start-Up Grants designed to encourage innovations in the digital humanities.  By awarding relatively small grants to support the planning stages, NEH aims to encourage the development of innovative projects that promise to benefit the humanities. 
•    The National Endowment for the Humanities will be funding America's Historical and Cultural Organizations Grants to support projects in the humanities that explore stories, ideas, and beliefs in order to deepen our understanding of our lives and our world.
