Education Education is essential to our future competitiveness in the global
economy and serves our national strategic interest. Education also
represents a pathway out of poverty and into the realization of the
American dream. First and foremost, education is a parental right, and a state and
local responsibility. Yet our education system is failing many children
in this country, where our current high school graduation rate stands
at only 70 percent. Education reform must embrace accountability for
student achievement while maintaining the flexibility to innovate and
implement best practices. Education reform should also empower parents to choose the best
available school for their children, and taxpayers who choose to send
their children to private schools should see some of their tax dollars
