High Priority Transportation Project Request

As a part of the new rules implemented by House Democrats to ensure transparency and accountability to the appropriations process , I am providing a list of funding requests submitted to my office for consideration for the 2010 Fiscal Year. These Congressionally Directed Spending projects are requests made of my office in response to needs in South Carolina. It is important to note that these are requests and they may or may not be included in the final reauthorization legislation.

Global Logistics Corridor Project The Global Logistis Corridor is a transportation and logistics corridor linking the Port of Charleston to Orangeburg County and extending to Columbia, SC.  This will be an essential link to economic development  for the intermodal hub in Orangeburg near the convergence of highways, I-95, I-26, and US-301.   $ 235,000,000.00
CARTA Bus Replacement Funds will be used for the purchase of up to 26 replacement transit coaches.  $10,800,000.00
CARTA Bus Shelter Construction Construction of bus passenger shelters throughout the CARTA service area.  CARTA currently has over 1600 stops but only 55 covered shelters.  $2,000,000.00
CARTA Commuter Rail Alternative Analysis and Preliminary Engineering Creation of alternative analysis and preliminary engineering for a proposed commuter rail project linking Summerville and Moncks Corner to downtown Charleston.  $11,300,000.00
CARTA High Speed Rail Study Study the inclusion of Charleston in the proposed High Speed Rail corridor.  $100,000.00
CARTA Homeland Security Projects Purchase and installation of AVL technology for all CARTA rolling stock and related equipment as well as funds for 5 dedicated transit police officers.  $800,000.00
North Charleston Regional Intermodal Transportation Center Construction The project includes the construction of a passenger facility for AMTRAK, Over-the Road Bus, Regional Bus, Taxi, and local transportation services.  The project includes park and ride facilities for all services, passenger waiting areas, administrative offices, and passenger ticketing and information services.   $7,800,000.00
Interstate 526/US 61 Expressway Interchange Improvement Retrofitting the interchange to meet current and future capacity  $5,600,000.00
Ashley River Bridge Bicycle and Pedestrian Retrofit Project Retrofitting the bridge to allow for safe passage of bicycles and pedestrians  $4,400,000.00
US 17 Highway Drainage Reconstruction Project Reconstruction to improve highway's drainage system and to provide a safe evacuation route.  $108,000,000.00
US 78 Corridor Improvements Construct three lane transition from five lane section of US 78 to two lanes east of Denmark to create safer conditions for school traffic at the Viking Circle intersection; Repave approximately 4.7 miles of roadway between Denmark and Bamberg and construct six-foot paved shoulders with bicycle lane markings; Construct two truck pullovers between Denmark and Bamberg to provide a rest area for truckers and accommodate safe exit and reentry of trucks into traffic.  Lighting and beautification will enhance development.  $3,100,000.00
North Main Street Phase IA2 and Phase 3 of the reconstruction of North Main Street in Columbia, South Carolina-environmental review, design and construction of the segment from Anthony Street to Parkside Drive and from Parkside Drive to Kortright Avenue.  $15,600,000.00
Harden Street Phase II of the reconstruction of Harden Street in Columbia, South Carolina-reconstruction of Harden Street from Gervais Street to the Norfolk Southern Railroad tracks.  $14,700,000.00
US 78 (Dorchester County) Resurfacing and widening of US Highway 78  $ 48,000,000.00
Florence-Conway Transportation Link The project includes a feasibility study of a Florence-Conway Transportation Link and the design and construction of Multimodal Transportation Center in the City of Florence  $50,000,000.00
I-95/US 301 Interchange Improvement Project Highway improvements, including constructing an interchange to provide a regional hub for mitigating transportation issues while expanding commerce and economic development activities  $49,392,500.00
Leesburg Road Widening Widening Leesburg Road from Fairmount Road to Lower Richland Boulevard  $23,400,000.00
Rural Workforce Transportation Program This project will provide environmentally-friendly rural transportation designed to increase access to workforce training across various rural points in the tri-county region of Charleston, Dorchester and Berkeley counties of South Carolina.  $1,840,000.00
Innovista Greene Street Bridge and Williams Street Expansion Design and engineering of roadway approaches,MSE walls, and bridge which will extend for .4 miles on Greene Street in downtown Columbia from Lincoln Street to Pulaski Street.  $29,172,000.00
Fuel Cell Hybrid Project Research, design, development, and prototype deployment of a new genre of fuel cell-hybrid city cars, enabling the use of future fuels for electric vehicles without plug-in power requirements.  $4,000,000.00
Hydrogen Fuel Cell Buses and Bus Related Equipment Purchase 1 to 5 Hydrogen Fuel Cell Transit Buses to reduce the carbon footprint of the University of South Carolina  $7,200,000.00
Sandy Island Ferry Transportation Project Coast RTA will provide small passenger, single vehicle ferry service between Georgetown County, South Carolina and Sandy Island, South Carolina. $426,355.00
South Carolina State University Transportation Center Completion of Phases II – IV of the South Carolina State University  Transportation Center to advance the state’s economic efforts to promote travel, trade and tourism.  $ 80,000,000.00
