Every year, Members of Congress submit a list of funding requests to the House Committee on Appropriations. Once the House Appropriations Committee receives each member's requests, the Committee reviews the requests and determines which ones should be funded and at what level.

As a Member of the House Transportation and Infrastructure Committee, Congressman Baird plays a leading role in crafting the legislation that helps prioritize and fund the nation's transportation programs and projects.  As the committee begins to draft the Transportation Reauthorization Bill, Congressman Baird has identified several high priority projects that will greatly benefit everyone in Southwest Washington, and has submitted them for the Committee's consideration.

The biannual Water Resources Development Act authorizes funding for projects dealing with navigation, flood damage reduction, shoreline projection, and environmental restoration. On behalf of local government sponsors, Congressman Baird has requested that a number of projects and regulatory changes be authorized in the Water Resources Development Act of 2010.
