About the Subcommittee
The Defense Acquisition Reform Panel, led by Chairman Rob Andrews (D-N.J.), was created in 2009 by Chairman Ike Skelton and then-Ranking Member John McHugh to perform a comprehensive review of the defense acquisition system. The panel held fourteen hearings and two briefings covering a broad range of issues in defense acquisition reform. Its final report, released in March, 2010, led to the introduction of the IMPROVE Acquisition Act (H.R. 5013), which will overhaul defense acquisition spending and potentially save taxpayers $135 billion over the next five years.

The Panel on Defense Acquisition Reform was appointed by Chairman Ike Skelton and then Ranking Member John McHugh in March 2009 to carry out a comprehensive review of the defense acquisition system. Their findings were released on March 23, 2010.
