It was an issue we lost the majority, therefore we have one less leadership spot, and Mr. Clyburn and I had discussions about it. We're good friends, we've been friends for 45 years, we're still very good friends. We're going to work together. On September 22, Majority Leader Hoyer and Rep. Don Payne, Chair of the Foreign Affairs Subcommittee on Africa and Global Health, led a Special Order on Sudan.  The goal was to underscore Congressional support for a timely and fair referenda on Southern independence in January, to discuss the continued importance of full implementation of the Comprehensive Peace Agreement, and to make clear that Congress remains focused on ending the violence in Darfur.

Southern Sudan will hold a referendum on independence, which was guaranteed by the 2005 comprehensive peace agreement which has been referenced. The C.P.A. ended Africa's bloodiest civil war, a war which took almost two million lives and displaced four million. Yet the risk of descending into war again seems too real...
