U.S. Rep. Paul Kanjorski , D-Nanticoke, has released a guidebook geared to help everyone from veterans, retirees and families to small businesses and local governments navigate through the new economic recovery package.

U.S. Rep. Paul Kanjorski , D-Nanticoke, has released a guidebook geared to help everyone from veterans, retirees and families to small businesses and local governments navigate through the new economic recovery package.

"While the final recovery bill is not perfect, I strongly believe that we needed to take quick action to help Americans who are struggling and spur job creation," Kanjorski said in a prepared statement.

The guidebook includes directions for municipalities to apply for grants for projects, including road and bridge repair, sewer systems and flood protection.

There is also funding for:
n Education programs, including Pell grants and other forms of higher education assistance.

n Workforce development, such as the Senior Community Service Employment Program.

n Law enforcement, including money for victim compensation, fighting drug-related crime in rural areas and tackling Internet crimes against children.

n Fire departments.

n Economic development and environmental improvement.

n Small business loans.

There are also consumer tax credits, including a one-time payment of $250 to people who receive Social Security or veteran's benefits, and a refundable tax credit of up to $400 for working individuals and $800 for working families in 2009 and 2010.

The 54-page guidebook is available to download at kanjorski.house.gov under the "Learn about the Recovery Package" button. People who don't have Internet access can call Kanjorski's office at 825-2200 to obtain a copy, Kanjorski's spokeswoman Abigail McDonough said.
