House Education Committee Increases Funding for Bilingual Education May 03, 2001

Washington, DC -- Congresswoman Heather Wilson worked with Congressman Ruben Hinojosa (D-TX-15) today to secure an increase in federal bilingual education funds.

The House Education and Workforce Committee this week began the process of amending the President`s Education initiative, HR 1—The No Child Left Behind Act. Hinojosa serves on the committee and is chairman of the Congressional Hispanic Caucus Education Task Force. He offered an amendment to boost bilingual education funding and Wilson worked with key Republicans on the Education Committee to secure support for his amendment.

HR 1, as drafted, would have combined three federal programs—bilingual education, immigrant education, and foreign language education—and increased authorized federal funding for these programs from $460 million annually to $750 million annually. The bill also changes the program from competitively awarded grants to 75% formula grants and 25% competitively awarded grants.

The amendment Wilson helped Hinojosa get approved increased the authorized federal funding from $750 million to $800 million annually.

"I continue to have concerns about shifting to a 75% formula grant for these funds," Wilson said. "New Mexico is a national leader in bi-lingual and dual language immersion education. We have competed very well for these federal funds in the past and I don`t want to see a decrease in funds to New Mexico. Increasing funding for this program is the right thing to do for kids and for New Mexico as a state."

Wilson lobbied Republican leaders and moderates on the committee and asked them to support Hinojosa`s amendment. They did.

"I have worked with Ruben before and I have a lot of respect for him. Working together, we can get things done," Wilson said.
