Wilson Urges Increased Water Resources Funding for NM March 16, 2005
 
Testifies Before Water Resources Subcommittee


Washington, DC – Congresswoman Heather Wilson today testified before the Water Resources and Environment Subcommittee to urge support for New Mexico’s water resources.

Wilson has submitted project authorization requests to the House Transportation and Infrastructure Committee for the Water Resources Development Act of 2005. Speaking to Subcommittee members today, Wilson said the projects are important to the Southwest because of the demands on the Middle Rio Grande.

“Water is the lifeblood of the American West and the foundation of our economy,” Wilson said. “The demands on the Middle Rio Grande are immense and growing. The flows of the Middle Rio Grande serve the biggest city in New Mexico, Albuquerque, many smaller cities, six Indian pueblos, a network of agriculture users, many of whom irrigate the same land as their Spanish ancestors did over 4 centuries ago, and the endangered silvery minnow.”

Wilson’s requests would work to help stretch New Mexico’s share of the Rio Grande and assist local communities with wastewater treatment infrastructure.

Requested Projects:
· Authorizing funds for construction of the Southwest Valley Flood Reduction Project. This would reduce the contamination of wells and increase the quantity and quality of water reentering the the Rio Grande from the valley.

· Modifying the Water Resources Development Act of 1999 to increase the authorization authority from $25 million to $75 million. This change would permit the Army Corps to continue assisting communities with wastewater infrastructure, and helping local partners on conservation projects such as lining irrigation ditches and centuries old acequia conveyance systems.

· New continuing authority for environmental restoration and management on the Rio Grande and its tributaries within New Mexico. This proposal would allow the Army Corps to join local partners on habitat rehabilitation and enhancement projects to help alleviate the intense ESA pressures on the river, without displacing existing water users.

“The American West is the fastest growing region of the country and will continue to grow. Water is our scarcest resource,” Wilson said. “These important efforts would help stretch New Mexico’s limited share of the Rio Grande and assist local communities with their wastewater treatment infrastructure needs.”
