Wilson Welcomes Improvements for Veterans November 17, 2004

Bill Improves Access to Education and Home Loans
Washington – Congresswoman Heather Wilson today welcomed House passage of a bill improving services for veterans. The Veterans Benefits Improvements Act of 2004 (S 2486), passed today by the U.S. House of Representatives, extends access to the Montgomery GI Bill and increases the maximum home loan guarantee for veterans. “We want to improve veterans’ lives after they’ve served our country in the Armed Forces by encouraging education and homeownership,” Wilson said. “This bill corrects some oversights and makes some services better.” The Veterans` Benefits Improvements Act of 2004:
  • Allows active duty members of the Armed Forces to increase their voluntary contributions so they can receive more monthly educational assistance under the Montgomery GI Bill.
  • Allows veterans to extend their eligibility period for using GI Bill education benefits for specific instruction or training through a pilot program.
  • Allows veterans to apply for Federal education loans and grants while excluding their veterans` education benefits from the eligibility considerations (unless the campus-based student financial assistance and veterans benefits combine to exceed the cost of attendance).
  • Increases the maximum housing loan guarantee amount for veterans.
  • Allows for guaranteed adjustable rate mortgages (ARMs) and hybrid ARMs, and for modified interest rates for hybrid ARMs.
  • Prohibits the collection of copayments from veterans receiving hospice care from the Department of Veterans Affairs.
