Wilson Announces Funds for Alcohol Screening Technology January 12, 2005

$250k to help develop non-invasive procedure to make streets safer

Albuquerque, NM – Congresswoman Heather Wilson today joined with law enforcement officials and anti-drunk driving advocates to announce federal funding for research into a device that allows law enforcement to determine a person’s alcohol content without the use of traditional, less reliable means. The device could also be developed further for use in a vehicle ignition-lock system that would “know” if the right person is being tested.

The grant of $250,000 is through the Department of Justice and is in collaboration with the Bernalillo County Sheriff’s Department. Wilson requested the funding and successfully sought approval in Congress.

“Lumidigm is very grateful for this opportunity to work on an automotive alcohol monitor that will deter drunk driving in NM and across the nation.  We look forward to building on our history of technical innovation to address this very important social issue,” says Robert Harbour, Lumidigm CEO. “Congresswoman Wilson’s support has been invaluable in obtaining this opportunity.”

“We`re enthusiastic about our noninvasive alcohol product as an effective weapon to combat drunk driving. Our goal is to develop a ‘touch-based, non-intrusive, driver-specific’ ignition interlock to significantly reduce the tragic consequences of drunk drivers, and we appreciate Congresswoman Wilson`s support for this technology development in New Mexico,” said Jim McNally, Vice President of InLight Solutions.

“This is another example of federal funds creating jobs in New Mexico, and contributing to the development of great technology that will have an impact on law enforcement and their work to keep us safe,” said Wilson. “I want to thank Inlight and Lumidigm for your work on this. And I especially appreciate Senator Kent Cravens and his leadership. Senator Cravens spoke to me about this project, and I appreciated his insight.”

Background:
Biometrically-enabled alcohol monitor to combat drunk driving. The scourge of drunk driving continues to be a major law enforcement concern. However, a breakthrough, noninvasive technology is being developed that can combat drunk driving by preventing those impaired by alcohol from operating their vehicles. The technology being developed by Inlight Solutions and Lumidigm, Inc. in Albuquerque, applies biometric technology to develop a miniaturized optical sensor that can simultaneously and quickly sense alcohol and perform a biometric determination. The current Biometric sensor relies on the optical properties of skin measured using light emitting diodes & silicon photodetectors in a small and rugged package. A similarly compact design is envisioned to simultaneously measure alcohol and biometric identity in an automotive setting. Such a sensor will provide the automotive industry with a small, inexpensive biometrically-enabled alcohol monitor that can meet automotive industry needs.
