Wilson Statement on Broadcast Decency Enforcement Act of 2004 |

Washington, DC – Congresswoman Heather Wilson, a cosponsor of the Broadcast Decency Enforcement Act of 2004 (H.R. 3717), made the following statement at today’s hearing of the House Telecommunications and Internet Subcommittee:
“Mr. Chairman, thank you again for holding another hearing on broadcast indecency and for introducing legislation to increase the penalties the FCC may impose for obscene, indecent and profane broadcasts.
As a result of these hearings a lot has happened during the last two weeks. I want to praise you and Ranking Member Markey for your leadership on this issue.
As I have said before, it is hard enough to raise G-rated kids in an R-rated world. Families should be able to watch the Super Bowl together or listen to the radio in the car on the way to school without fear of hearing something inappropriate.
I know everyone in this hearing room heard my remarks to the CEO of Viacom, the owners of CBS, MTV and Infinity Broadcasting, and their corporate strategy to allow performers to use profanity and sexual innuendo on radio and indecent images on television to improve their market share and drive their corporate profits.
As I said then, if the executives in charge of the entertainment industry do not take immediate steps to stop the indecent programming they are sending into our homes, the legislation we are considering will only be a starting point for more aggressive action.
At least one executive sitting at the witness table today has decided to give responsible broadcasting a ‘thumbs up.’ I hope it works for his company and that the rest of the entertainment industry follows.
I look forward to marking up this legislation in the full committee. I intend to work on a bipartisan basis to gain acceptance of my amendment to include indecency as a factor in broadcast license renewals.
I also will be interested in witness testimony about strengthening the right of local affiliates to decline to air programs, giving greater real control back to local broadcasters whose general managers are more directly accountable. Thank you, Mr. Chairman.”
