Prescription Bill: Finish Line is in Sight November 17, 2003
 
Dear Friends, As a young woman I worked at NATO headquarters in Belgium. An old hand there once told me, "Ninety percent of the work will be done in the last 10 percent of the time." He was talking about negotiations among nations, but the same rule holds true in the Congress. In the last week House and Senate negotiators have reached agreement on two bills of major importance to New Mexico -- the energy bill and the prescription drug bill for Medicare. The prescription drug bill is one we`ve been working on since I was elected over five years ago. In addition to the prescription drug benefit, it includes a lot of provisions to make the program more fair for rural states like New Mexico. We expect the final votes on these conference reports this week, although there are a lot of details still to wrap up. That brings to mind another axiom I learned while in the Air Force.
