Dear Friends,
It`s hard to find the right analogy for how we put together our annual Defense Authorization bill in the Armed Services Committee. The closest I can come is falling dominoes. We spend over six months setting up dozens of issues, positioning them and lining things up. Then, in a period of about 3 days, we set it all in motion.
