More years ago than I like to admit, I was in State government at the Children, Youth and Families Department when the Congress passed a program called SCHIP -- the State Children`s Health Insurance Program.
There were some problems with it from New Mexico`s point of view. The funds could not be used for kids who already were covered by Medicaid. Because so many children were already covered by Medicaid in our state, we were limited in what we could do.
Several times since then I have worked to allow New Mexico to use unspent funds on low-income children who were already covered in Medicaid.

Last week Marion Berry, my Democratic colleague from Arkansas, and I started things rolling with a letter to the Budget Committee asking them to protect this funding. Seventy-six of our colleagues, most of us members of the Main Street Republicans and the Blue Dog Democrats, signed the letter.
Next week we will start a series of hearings in the Energy and Commerce Committee on which I serve on reauthorizing SCHIP. I`ll be trying to make it work better for states like New Mexico.
