Wilson Calls for Declassification of Abu Ghraib Prison Order May 14, 2004

Dear Mr. Secretary,

Thank you for your testimony before the House Armed Services Committee on Friday, May 7, 2004.

As I mentioned in the hearing, General Taguba’s report refers to a specific order changing the command structure at Abu Ghraib prison dated November 19, 2003. In the report there is a section of FRAG Order #1108 which states that: “Effective immediately, commander of 201st Military Intelligence Brigade assumes responsibility for the Baghdad confinement facility and is appointed the forward operating base commander. Units currently at the Abu Ghraib are TACCON, tactically controlled, to 205 Military Intelligence Brigade for security of detainees and FOB protection, forwarding operating base protection." At our hearing, General Smith confirmed that this order was signed by General Sanchez.

General Taguba calls attention to this order as possibly conflicting with Army regulations and confusing the lines of command at the prison.

The Taguba report is still classified secret despite being readily accessible on the internet. While the report is accessible the annexes to the report are still classified. I am asking that you declassify FRAG Order #1108 dated November 19, 2003.

Mr. Secretary, we must rebuild public confidence in our military and in our democracy both at home and around the world. Full and complete disclosure is essential.
