Wilson/Domenici letter to CEOs of Abq. HMOs regarding Medicare Choice October 16, 2000
 
Dear Albuquerque HMO, We share your commitment to provide New Mexico’s seniors with high quality health care. Like you, we believe a key step to ensuring seniors get the health care they deserve is to let them make their own decision to choose a health care plan that serves their needs best. The plans offered seniors through Medicare Choice have been chosen by 45,000 New Mexican seniors as the healthcare they prefer. We have fought hard to correct the inequities in the reimbursement rates that have caused New Mexico to receive half the reimbursement as other states. Legislation to correct the reimbursement rate for New Mexico will be part of a bill we expect to pass in the House and Senate early next week. On Wednesday, we learned that our proposal to increase the base reimbursement rate from $415 to $475 in rural areas and from $430 to $525 in urban areas has been included in a bill that we expect to pass the Congress next week. The bill will also allow plans that announced their withdrawal in July to reconsider and continue to offer patients care through a Medicare Choice plan. While this legislation has not cleared all of the legislative hurdles, we are very optimistic that this provision will be included in the final bill signed by the President. As you know, this would be a huge victory for seniors in New Mexico and quite frankly is more than we could have ever realistically hoped to achieve. We believe that New Mexico’s seniors now have a great chance to keep the health care they have chosen. In preparation for the expected increased reimbursement rates, we urge you to begin considering how this new reimbursement rate will allow your company to continue providing excellent service to New Mexicans. Specifically, we would like you to reconsider your decision to end service in some areas and also to consider whether or not this new rate will allow you to open enrollment to new patients.
