Bill Echoes Wilson Policy Report on Preventing Terrorist Access to Nuclear Weapons
Washington, DC – Congresswoman Heather Wilson voted for the Foreign Relations Authorization Act (H.R. 2601) which passed the U.S. House of Representatives by a vote of 351-78 late Wednesday.
In addition to authorizing funding in fiscal years 2006 and 2007 for the U.S. Department of State, U.S. international broadcasting activities, and security assistance to America’s allies, the bill also recognizes the threat of nuclear proliferation, echoing a policy report authored by Rep. Wilson as Chair of the House Policy Committee’s Subcommittee on National Security and Foreign Affairs.
“A nuclear weapon in the hands of terrorists or a rogue state is everyone`s nightmare,” Wilson said. “Treaties alone will not protect us from this threat.”
In January of this year, Wilson released a report entitled “All Tools at Our Disposal: Addressing Nuclear Proliferation in a Post-9/11 World.” The report was the result of work the subcommittee did in 2004, during the 108th Congress, on the problem of nuclear proliferation. It stressed that the threat was urgent and advocated that nuclear proliferation should be a high priority item for Congress.
The bill passed today would strengthen efforts to combat nuclear proliferation as a policy priority, and establish stronger strategic export control policies – priorities highlighted in Wilson’s Subcommittee report.
The Foreign Relations Authorization Act makes nonproliferation efforts by other nations a requirement of U.S. foreign assistance, and takes steps to limit nuclear black market activities.
