Wilson Calls For Study To Strengthen Education October 25, 1999
 
WASHINGTON -- Congresswoman Heather Wilson and Congressman Bill Goodling, Chairman of the Education and Workforce Committee have called for a study of ways to make capital outlay funds affordable for charter schools. "Charter schools disproportionately serve low income and at-risk students. They can help us reduce our high drop out rate. The biggest barrier to their growth has been a lack of facilities." Wilson said. "The federal government has loan guarantees for corporations who expand into foreign markets and low interest loan programs for home ownership. It seems to me we should be able to find a way to support the construction and refurbishment of public charter schools." Charter schools are public schools that must accept all children. They usually receive operational funds like public schools but do not have access to local bond funds. The letter requires the Government Accounting Office (GAO) to conduct a study to examine the availability of capital funding for charter schools. The GAO will study and report to Congress on possibilities for reducing the cost of capital for construction and improvements for charter schools. The GAO will evaluate different options for charter schools including establishing an investment corporation, providing loan guarantees, or changes to federal tax laws. Wilson intends to use the results of the report to develop legislation in the year 2000. The initial report is due by February 1, 2000.
