Wilson: Senate Joins House to Block Spam November 25, 2003

Washington, DC — Congresswoman Heather Wilson said that Americans are closer to taking back our in-boxes with today’s Senate action following on the heels of Saturday’s House vote to thwart spam. The U.S. House of Representatives voted 392-5 early Saturday to approve major anti-spam legislation that Congresswoman Wilson has been working for since 1999. Today, the Senate followed suit, approving the bill by unanimous consent to send the Can Spam Act of 2003 to President Bush to become law by January 1. The Administration has indicated support for the bill. "This legislation makes progress and offers protections. Consumers will now have recourse," Wilson said. "The new law will curb the worst intrusions of spammers, and law enforcement will have the authority to crack down on violators." Wilson (R-Albuquerque), a member of the House Energy and Commerce Committee, was a primary sponsor of the Anti-Spam Act of 2003, (H.R. 2515). On Friday, she announced an agreement with House Energy and Commerce Chairman Billy Tauzin and House Judiciary Chairman Jim Sensenbrenner, primary cosponsors of H.R. 2214, on compromise anti-spam legislation. The agreement resulted in significant improvements over both the Tauzin-Sensenbrenner bill and the Senate-passed Burns-Wyden bill, S. 877, and reflected provisions which Wilson sought, along with co-sponsors Rep. Gene Green (D-Houston), and House Energy and Commerce Ranking Member John Dingell. The agreement was reached after a recent period of intense negotiations. With the support of all key parties, the compromise legislation was quickly approved by Congress. Reps. Wilson and Green have been advocating their strong anti-spam legislation for more than four years.
