Ernesto Zedillo and Thomas Pickering, co-chairs of the Brookings Institution's Partnership for the Americas Commission, urge the incoming Obama administration and Members of Congress to pursue a "hemispheric partnership to address common challenges" with Latin America and the Caribbean.
