Legislation

  • S.1 - A bill to provide greater transparency in the legislative process.  This ethics reform bill is also known as the Legislative Transparency and Accountability Act of 2007.

  • S. 2 - Fair Minimum Wage Act of 2007.  Amends the Fair Labor Standards Act of 1938 to increase the federal minimum wage to: (1) $5.85 an hour, beginning on the 60th day after enactment of this Act; (2) $6.55 an hour, beginning 12 months after that 60th day; and (3) $7.25 an hour, beginning 24 months after that 60th day.

  • S. 3 - Medicare Prescription Drug Price Negotiation Act of 2007.  Expresses the sense of Congress that Congress should enact, and the President should sign, legislation to amend the Social Security Act to provide for fair prescription drug prices for Medicare beneficiaries.

  • S. 4 - Improving America's Security by Implementing Unfinished Recommendations of the 9/11 Commission Act of 2007.  Expresses the sense of Congress that Congress should enact, and the President should sign, legislation to make the United States more secure by implementing unfinished recommendations of the 9/11 Commission to fight the war on terror more effectively, to improve homeland security and for other purposes.

  • S. 5 - Stem Cell Research Enhancement Act of 2007.  Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo. Limits such research to stem cells that meet the following ethical requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics for the purpose of fertility treatment and were in excess of the needs of the individuals seeking such treatment; (2) the embryos would never be implanted in a woman and would otherwise be discarded; and (3) such individuals donate the embryos with written informed consent and receive no financial or other inducements.

  • S. 6 - National Energy and Environmental Security Act of 2007.  Expresses that Congress should enact legislation to reduce the United States’ dependence on foreign and unsustainable energy sources and the risks of global warming by: (1) requiring reductions in emissions of greenhouse gases; (2) diversifying and expanding the use of secure, efficient, and environmentally-friendly energy supplies and technologies; (3) reducing the burdens on consumers of rising energy prices; (4) eliminating tax giveaways to large energy companies; and (5) preventing energy price gouging, profiteering, and market manipulation.

  • S. 7 - College Opportunity Act of 2007 A bill to amend title IV of the Higher Education Act of 1965 and other laws and provisions and urge Congress to make college more affordable through increased Federal Pell Grants and providing more favorable student loans and other benefits.

  • S. 8 - Rebuilding America's Military Act of 2007.  Rebuilding America's Military Act of 2007 expresses that Congress should enact legislation to: (1) restore and enhance the capabilities of the Armed Forces for deterrence, combat, and post-conflict operations; (2) enhance the readiness of the Armed Forces, including the reset of military equipment; and (3) support the men and women of the Armed Forces, including members of the National Guard and Reserves.

  • S. 9 - Comprehensive Immigration Reform Act of 2007.  Comprehensive Immigration Reform Act of 2007 expresses that the Senate and the House of Representatives should pass legislation to recognize the heritage of the United States as a nation of immigrants and to provide for more effective border and employment enforcement, to prevent illegal immigration, and to reform and rationalize avenues for legal immigration.

  • S. 10 - Restoring Fiscal Discipline Act of 2007.  Restoring Fiscal Discipline Act of 2007 makes it out of order in the Senate to consider any direct spending or revenue legislation that would increase or cause an on-budget deficit during certain specified time periods.

  • S. 21 - Prevention First Act. A bill to expand access to preventive health care services that help reduce unintended pregnancy, reduce abortions, and improve access to women's health care.

  • S. 22 - Post-9/11 Veterans Educational Assistance Act of 2007. Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill certain individuals who serve on active duty in the Armed Forces on or after September 11, 2001.

  • S. 25 - Citizen Petition Fairness and Accuracy Act of 2007.  A bill to amend the Federal Food, Drug, and Cosmetic Act to establish requirements for certain petitions submitted to the Food and Drug Administration.  Outlines new requirements designed to increase the fairness and accuracy of submitted petitions related to an abbreviated new drug application.  The Secretary of Health and Human Services must investigate any petition that does not comply with these requirements. 

  • S. 118 - Effective Corruption Prosecutions Act of 2007. Effective Corruption Prosecutions Act of 2007 amends the federal criminal code to: (1) extend to eight years the statute of limitations for certain public corruption offenses involving bribery, theft of government funds, mail fraud, and racketeering; and (2) permit interception of wire, oral or electronic communications in connection the crimes of theft of federal funds or bribery (federal program bribery) and include such crimes within the definition of racketeering for purposes of the Racketeer Influenced and Corrupt Practices. 

  • S. 119 - War Profiteering Prevention Act of 2007. War Profiteering Prevention Act of 2007 amends the federal criminal code to prohibit profiteering and fraud involving a contract or the provision of goods or services in connection with a war, military action, or relief or reconstruction activities within U.S. jurisdiction. 

  • S. 121 - A bill to provide for the redeployment of United States forces from Iraq.  States that it is U.S. policy to redeploy U.S. forces within 180 days after enactment of this Act while maintaining in Iraq the minimal level of U.S. forces sufficient to engage directly in targeted counterterrorism activities, train Iraq security forces, and protect U.S. infrastructure and personnel in Iraq.  Directs the Secretary of Defense and the Secretary of State to jointly submit to Congress a report setting forth the strategy for such redeployment.

  • S.156 - Permanent Internet Tax Freedom Act of 2007.  Permanent Internet Tax Freedom Act of 2007 amends the Internet Tax Freedom Act to make permanent the ban on State taxation of Internet access and on multiple or discriminatory taxes on electronic commerce.

  • S. 159 - A bill to redesignate the White Rocks National Recreation Area in the State of Vermont as the "Robert T. Stafford White Rocks National Recreation Area”.

  • S. 182 - Family Abduction Prevention Act of 2007.  Family Abduction Prevention Act of 2007 directs the Attorney General to make grants to states for projects involving: (1) the extradition of individuals suspected of committing a family abduction; (2) investigation by law enforcement agencies of family abduction cases; (3) training for law enforcement agencies in responding to family abductions and recovering abducted children; (4) outreach and media campaigns to educate parents on the dangers of family abductions; and (5) notifying law enforcement authorities of the name and address of anyone requesting the school records of an abducted child. Requires that not less than 50 percent of the cost of a project for which a grant is made be provided by non-federal sources.

  • S. 185 - Habeas Corpus Restoration Act of 2007.  Habeas Corpus Restoration Act of 2007 repeals provisions of the Military Commissions Act of 2006 that eliminated the jurisdiction of any court to consider applications for a writ of habeas corpus filed by aliens who have been detained as enemy combatants (thus restoring habeas corpus rights existing prior to the enactment of such Act).  Allows courts to hear or consider legal challenges to military commissions only as provided by the Code of Military Justice or by a habeas corpus proceeding.

  • S. 188 - A bill to revise the short title of the Fannie Lou Hamer, Rosa Parks, and Coretta Scott King Voting Rights Act Reauthorization and Amendments Act of 2006.

  • S. 197 - A bill to authorize salary adjustments for justices and judges of the United States for fiscal year 2007.

  • S. 206 - Social Security Fairness Act of 2007.  Social Security Fairness Act of 2007 amends the Social Security Act to repeal: (1) government pension offset requirements applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to OASDI payments; and (2) windfall elimination requirements with respect to computation of an individual's primary insurance amount.

  • S. 214 - Preserving United States Attorney Independence Act of 2007.  Preserving United States Attorney Independence Act of 2007 - Amends the federal judicial code to authorize the U.S. district court for a district in which the office of the U.S. attorney is vacant to appoint a U.S. attorney to serve until that vacancy is filled.  Repeals the authority of the Attorney General to make such a vacancy appointment.

  • S. 215 - Internet Freedom Preservation Act.  A bill to amend the Communications Act of 1934 to ensure net neutrality.

  • S. 221 - Fair Contracts for Growers Act of 2007. Fair Contracts for Growers Act of 2007 allows the use of arbitration to resolve a controversy as provided for under a livestock or poultry contract only if, after the controversy arises, both parties consent in writing. Directs the arbitrator to provide to the parties to the contract a written explanation of the factual and legal basis for an award.

  • S. 231 - A bill to authorize the Edward Byrne Memorial Justice Assistance Grant Program at fiscal year 2006 levels through 2012.

  • S. 233 - A bill to prohibit the use of funds for an escalation of United States military forces in Iraq above the numbers existing as of January 9, 2007.  Prohibits the U.S. government from increasing the number of U.S. military forces in Iraq above the number of forces as of January 9, 2007 without a specific congressional authorization.

  • S. 236 - Federal Agency Data Mining Reporting Act of 2007. A bill to require reports to Congress on Federal agency use of data mining.  Requires the head of each federal department or agency that is engaged in any activity to use or develop data-mining to report to Congress on all such activities. Requires that such report be made available to the public, except for classified information.

  • S. 238 - Social Security Number Misuse Prevention Act.  Social Security Number Misuse Prevention Act amends the federal criminal code to prohibit the display, sale, or purchase of Social Security numbers without the affirmatively expressed consent of the individual, except in specified circumstances. Directs the Attorney General to study and report to Congress on all the uses of Social Security numbers permitted, required, authorized, or excepted under any federal law, including the impact of such uses on privacy and data security.

  • S. 242 - Pharmaceutical Market Access and Drug Safety Act of 2007A bill to amend the Federal Food, Drug, and Cosmetic Act with respect to the importation of prescription drugs.

  • S. 254 - A bill to award posthumously a Congressional gold medal to Constantino Brumidi.

  • S. 259 - A bill to authorize the establishment of the Henry Kuualoha Giugni Kupuna Memorial Archives at the University of Hawaii.  Authorizes the Secretary of Education to award a grant to the University of Hawaii Academy for Creative Media for the establishment, maintenance, and periodic modernization of the Henry Kuualoha Giugni Kupuna Memorial Archives at the University of Hawaii.

  • S. 274 - Federal Employee Protection of Disclosures Act. A bill to amend chapter 23 of title 5, United States Code, to clarify the disclosures of information protected from prohibited personnel practices, require a statement in nondisclosure policies, forms, and agreements that such policies, forms, and agreements conform with certain disclosure protections, provide certain authority for the Special Counsel.

  • S. 287 - A bill to prohibit the use of funds for an escalation of United States military forces in Iraq above the numbers existing as of January 9, 2007.  Prohibits the U.S. government from obligating or expending funds to increase the number of U.S. military forces in Iraq above the number for such forces which existed as of January 9, 2007, without a specific congressional authorization for such increase.

  • S. 309 - Global Warming Pollution Reduction Act.  A bill to amend the Clean Air Act to reduce emissions of carbon dioxide, and for other purposes.

  • S. 311 - A bill to amend the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption, and for other purposes.

  • S. 316 - Preserve Access to Affordable Generics Act.  A bill to prohibit brand name drug companies from compensating generic drug companies to delay the entry of a generic drug into the market.

  • S. 329 - Pulmonary and Cardiac Rehabilitation Act of 2007 -  Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of items and services under a cardiac rehabilitation program and a pulmonary rehabilitation program.

  • S. 335 - A bill to prohibit the Internal Revenue Service from using private debt collection companies.  Requires the Internal Revenue Service (IRS) to suspend the use of private debt collection companies to collect unpaid taxes and prohibits the use of any IRS funds for tax collection contracts with private companies.

  • S. 339 - DRIVE Act.  A bill to promote the national security and stability of the United States economy by reducing the dependence of the United States on oil through the use of alternative fuels and new technology.

  • S. 340 - AgJOBS Act of 2007.  A bill to improve agricultural job opportunities, benefits, and security for aliens in the United States.

  • S. 352 - Sunshine in the Courtroom Act of 2007. A bill to provide for media coverage of Federal court proceedings.  Sunshine in the Courtroom Act of 2007 authorizes the presiding judge of a U.S. appellate court or U.S. district court to permit the photographing, electronic recording, broadcasting, or televising to the public of court proceedings over which that judge presides except when such action would constitute a violation of the due process rights of any party.

  • S. 357 - Ten-in-Ten Fuel Economy Act.  A bill to improve passenger automobile fuel economy and safety, reduce greenhouse gas emissions, reduce dependence on foreign oil, and for other purposes.

  • S. 358 - Genetic Information Nondiscrimination Act of 2007.  A bill to prohibit discrimination on the basis of genetic information with respect to health insurance and employment.

  • S. 367 - Decent Working Conditions and Fair Competition Act Amends the Tariff Act of 1930 to revise the prohibition on importing convict-made goods into the United States to make it unlawful to: (1) import into, or export from, the United States any sweatshop good; or (2) introduce into commerce, sell, trade, or advertise in commerce, offer to sell, or transport or distribute in U.S. commerce, any sweatshop good.

  • S. 368 - COPS Improvements Act of 2007.  A bill to amend the Omnibus Crime Control and Safe Streets Act of 1968 to enhance the COPS ON THE BEAT grant program, and for other purposes.

  • S. 369 - Fallen Heroes of 9/11 Act.  A bill to provide for a medal of appropriate design to be awarded by the President to the next of kin or other representative of those individuals killed as a result of the terrorist attacks of September 11, 2001.  Authorizes the President to award a medal to be known as the "Fallen Heroes of 9/11 Congressional Medal," to the personal representative or next of kin of individuals killed as a result of the terrorist attacks of September 11, 2001, in recognition of their sacrifice and to honor their deaths.

  • S. 376 - Law Enforcement Officers Safety Act of 2007.  A bill to amend title 18, United States Code, to improve the provisions relating to the carrying of concealed weapons by law enforcement officers, and for other purposes.

  • S. 378 - Court Security Improvement Act of 2007.  A bill to amend title 18, United States Code, to protect judges, prosecutors, witnesses, victims, and their family members, and for other purposes.

  • S. 381 - Commission on Wartime Relocation and Internment of Latin Americans of Japanese Descent Act.  A bill to establish a fact-finding Commission to extend the study of a prior Commission to investigate and determine facts and circumstances surrounding the relocation, internment, and deportation to Axis countries of Latin Americans of Japanese descent from December 1941 through February 1948, and the impact of those actions by the United States, and to recommend appropriate remedies, and for other purposes.

  • S. 394 - Downed Animal and Food Safety Protection Act of 2007 - States that it is U.S. policy that all nonambulatory livestock in interstate and foreign commerce be immediately and humanely euthanized when such livestock become nonambulatory. 

  • S. 399 - A bill to amend title XIX of the Social Security Act to include podiatrists as physicians for purposes of covering physicians services under the Medicaid program.

  • S. 430 - National Guard Empowerment Act of 2007.  A bill to amend title 10, United States Code, to enhance the national defense through empowerment of the Chief of the National Guard Bureau and the enhancement of the functions of the National Guard Bureau, and for other purposes. 

  • S. 431 - Keeping the Internet Devoid of Sexual Predators Act of 2007. A bill to require convicted sex offenders to register online identifiers, and for other purposes.

  • S. 433 - Iraq War De-Escalation Act of 2007.  A bill to state United States policy for Iraq, and for other purposes. 

  • S. 434 - Children's Health Equity Technical Amendments Act of 2007.  A bill to amend title XXI of the Social Security Act to permit qualifying States to use a portion of their allotments under the State children's health insurance program for any fiscal year for certain medicaid expenditures. 

  • S. 435 - Essential Air Service Preservation Act of 2007.  A bill to amend title 49, United States Code, to preserve the essential air service program. 

  • S. 438 - Fair Prescription Drug Competition Act.  A bill to amend the Federal Food, Drug, and Cosmetic Act to prohibit the marketing of authorized generic drugs. 

  • S. 442 - John R. Justice Prosecutors and Defenders Incentive Act of 2007.  A bill to provide for loan repayment for prosecutors and public defenders. 

  • S. 448 - Iraq Redeployment Act of 2007.  A bill to prohibit the use of funds to continue deployment of the United States Armed Forces in Iraq beyond six months after the date of the enactment of this Act.

  • S. 450 - Medicare Access to Rehabilitation Services Act of 2007. A bill to amend title XVIII of the Social Security Act to repeal the Medicare outpatient rehabilitation therapy caps.

  • S. 453 - Deceptive Practices and Voter Intimidation Prevention Act of 2007.  A bill to prohibit deceptive practices in Federal elections.

  • S. 495 - Personal Data Privacy and Security Act of 2007.  A bill to prevent and mitigate identity theft, to ensure privacy, to provide notice of security breaches, and to enhance criminal penalties, law enforcement assistance, and other protections against security breaches, fraudulent access, and misuse of personally identifiable information.

  • S. 513 - A bill to amend title 10, United States Code, to revive previous authority on the use of the Armed Forces and the militia to address interference with State or Federal law.

  • S. 535 - Emmett Till Unsolved Civil Rights Crime Act.  A bill to establish an Unsolved Crimes Section in the Civil Rights Division of the Department of Justice, and an Unsolved Civil Rights Crime Investigative Office in the Civil Rights Unit of the Federal Bureau of Investigation.

  • S. 536 - A bill to amend the Organic Foods Production Act of 1990 to prohibit the labeling of cloned livestock and products derived from cloned livestock as organic.

  • S. 543 - Preserving Patient Access to Inpatient Rehabilitation Hospitals Act of 2007.  A bill to improve Medicare beneficiary access by extending the 60 percent compliance threshold used to determine whether a hospital or unit of a hospital is an inpatient rehabilitation facility under the Medicare program.

  • S. 548 - Artist-Museum Partnership Act.  A bill to amend the Internal Revenue Code of 1986 to provide that a deduction equal to fair market value shall be allowed for charitable contributions of literary, musical, artistic, or scholarly compositions created by the donor.

  • S. 576 - Restoring the Constitution Act of 2007 A bill to provide for the effective prosecution of terrorists and guarantee due process rights.

  • S. 579 - Breast Cancer and Environmental Research Act of 2007.  To amend the Public Health Service Act to authorize the Director of the National Institute of Environmental Health Sciences to make grants for the development and operation of research centers regarding environmental factors that may be related to the etiology of breast cancer.

  • S. 584 - Community Restoration and Revitalization Act of 2007.  A bill to amend the Internal Revenue Code of 1986 to modify the rehabilitation credit and the low-income housing credit.

  • S. 591 - Food Stamp Personal Savings and Investment Act of 2007.  To amend the Food Stamp Act of 1977 to adjust for inflation the allowable amounts of financial resources of eligible households and to exclude from countable financial resources certain retirement and education accounts.

  • S. 594 - Cluster Munitions Civilian Protection Act of 2007.  To limit the use, sale, and transfer of cluster munitions.

  • S. 597 - To extend the special postage stamp for breast cancer research for 2 years.

  • S. 601 - Simplification Through Additional Reporting Tax Act of 2007.  To amend the Internal Revenue Code of 1986 to require broker reporting of customer's basis in securities transactions, and for other purposes.

  • S. 606 - Honest Leadership and Accountability in Contracting Act of 2007.  A bill to improve Federal contracting and procurement by eliminating fraud and abuse and improving competition in contracting and procurement and by enhancing administration of Federal contracting personnel, and for other purposes.

  • S. 618 - Insurance Industry Competition Act of 2007.  A bill to further competition in the insurance industry.

  • S. 623 - Access to Life-Saving Medicine Act.  A bill to amend the Public Health Service Act to provide for the licensing of comparable and interchangeable biological products, and for other purposes.

  • S. 625 - Family Smoking Prevention and Tobacco Control Act.  A bill to protect the public health by providing the Food and Drug Administration with certain authority to regulate tobacco products.

  • S. 626 - Arthritis Prevention, Control, and Cure Act of 2007.  A bill to amend the Public Health Service Act to provide for arthritis research and public health, and for other purposes.

  • S. 644 - Total Force Educational Assistance Enhancement and Integration Act of 2007.  A bill to amend title 38, United States Code, to recodify as part of that title certain educational assistance programs for members of the reserve components of the Armed Forces, to improve such programs, and for other purposes.

  • S. 661 - Kinship Caregiver Support Act.  A bill to establish kinship navigator programs, to establish guardianship assistance payments for children, and for other purposes.

  • S. 682 - Edward William Brooke III Congressional Gold Medal Act  - Requires the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make appropriate arrangements for the presentation, on behalf of Congress, of a gold medal of appropriate design, to Edward William Brooke III, the first African American elected by popular vote to the U.S. Senate, in recognition of his unprecedented and enduring service to our Nation.

  • S. 702 - State Court Interpreter Grant Program Act.  Directs the Administrator of the Office of Justice Programs of the Department of Justice to: (1) make grants to state courts to develop and implement programs to assist individuals with limited English proficiency to access and understand state court proceedings in which they are a party; and (2) allocate specified funds to establish a court interpreter technical assistance program to assist state courts receiving grants under this Act.

  • S. 717 - Identification Security Enhancement Act of 2007.  A bill to repeal title II of the REAL ID Act of 2005, to restore section 7212 of the Intelligence Reform and Terrorism Prevention Act of 2004, which provides States additional regulatory flexibility and funding authorization to more rapidly produce tamper- and counterfeit-resistant driver's licenses, and to protect privacy and civil liberties by providing interested stakeholders on a negotiated rulemaking with guidance to achieve improved 21st century licenses to improve national security.

  • S. 721 - Freedom to Travel to Cuba Act of 2007.  A bill to allow travel between the United States and Cuba.

  • S. 727 - Teaching Geography is Fundamental Act.  A bill to improve and expand geographic literacy among kindergarten through grade 12 students in the United States by improving professional development programs for kindergarten through grade 12 teachers offered through institutions of higher education.

  • S. 735 - Terrorist Hoax Improvements Act of 2007. A bill to amend title 18, United States Code, to improve the terrorist hoax statute.

  • S. 742 - Ban Asbestos in America Act of 2007.  A bill to amend the Toxic Substances Control Act to reduce the health risks posed by asbestos-containing products, and for other purposes.

  • S. 761 - America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Act.  A bill to invest in innovation and education to improve the competitiveness of the United States in the global economy.

  • S. 766 -  Paycheck Fairness Act.  A bill to amend the Fair Labor Standards Act of 1938 to provide more effective remedies of victims of discrimination in the payment of wages on the basis of sex, and for other purposes.

  • S. 772 - Railroad Antitrust Enforcement Act of 2007.  A bill to amend the Federal antitrust laws to provide expanded coverage and to eliminate exemptions from such laws that are contrary to the public interest with respect to railroads.

  • S. 773 - A bill to amend the Internal Revenue Code of 1986 to allow Federal civilian and military retirees to pay health insurance premiums on a pretax basis and to allow a deduction for TRICARE supplemental premiums.

  • S. 774 - DREAM Act of 2007. A bill to amend the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to permit States to determine State residency for higher education purposes and to authorize the cancellation of removal and adjustment of status of certain alien students who are long-term United States residents and who entered the United States as children, and for other purposes.

  • S. 790 - A bill to amend the Richard B. Russell National School Lunch Act to permit the simplified summer food programs to be carried out in all States and by all service institutions.

  • S. 803 - Child Support Protection Act of 2007.  A bill to repeal a provision enacted to end Federal matching of State spending of child support incentive payments.

  • S. 804 - A bill to amend the Help America Vote Act of 2002 to improve the administration of elections for Federal office, and for other purposes.

  • S. 805 - African Health Capacity Investment Act of 2007.  A bill to amend the Foreign Assistance Act of 1961 to assist countries in sub-Saharan Africa in the effort to achieve internationally recognized goals in the treatment and prevention of HIV/AIDS and other major diseases and the reduction of maternal and child mortality by improving human health care capacity and improving retention of medical health professionals in sub-Saharan Africa, and for other purposes.

  • S. 2504 - A bill to amend title 36, United States Code, to grant a Federal charter to the Military Officers Association of America, and for other purposes.

  • S. 2511 - A bill to amend the grant program for law enforcement armor vests to provide for a waiver of or reduction in the matching funds requirement in the case of fiscal hardship.

  • S. 2521 - Domestic Partnership Benefits and Obligations Act of 2007. A bill to provide benefits to domestic partners of Federal employees.

  • S. 2523 - National Affordable Housing Trust Fund Act of 2007. Amends the Cranston-Gonzalez National Affordable Housing Act to establish in the Treasury a National Affordable Housing Trust Fund available to the Secretary of Housing and Urban Development to provide assistance to states, Indian tribes, insular areas, and participating local jurisdictions to increase the supply of decent quality affordable housing, especially for low-income, extremely low-income, and very poor families.

  • S. 2660 - Consumer Protection and Cost Accountability Act. A bill to amend the Federal Power Act to ensure that the mission and functions of Regional Transmission Organizations and Independent System Operators include keeping energy costs as low as reasonably possible for consumers

  • S. 2666 - Affordable Housing Investment Act of 2008. Amends the Internal Revenue Code to revise and enhance tax incentives for investment in affordable housing

  • S. 2704 - Medicare Respiratory Therapy Initiative Act of 2008. Amends title XVIII (Medicare) of the Social Security Act to cover the services of a qualified respiratory therapist performed under the general supervision of a physician.

  • S. 2736 - Section 202 Supportive Housing for the Elderly Act of 2008. Amends the Housing Act of 1959 regarding project rental assistance for supportive housing for the elderly.

  • S. 2746 - OPEN FOIA Act of 2008. A bill to amend the Freedom of Information Act to provide that statutory exemptions to the disclosure requirements of that Act shall specifically cite to the provision of that Act authorizing such exemptions, to ensure an open and deliberative process in Congress by providing for related legislative proposals to explicitly state such required citations, and for other purposes.

  • S. 2751 - State Foreign Investment Improvement Act. A bill to facilitate foreign investment by permanently reauthorizing the EB-5 regional center program, and for other purposes.

  • S. 2760 - National Guard Empowerment and State-National Defense Integration Act of 2008. A bill to enhance the national defense through empowerment of the National Guard, enhancement of the functions of the National Guard Bureau, and improvement of Federal-State military coordination in domestic emergency response, and for other purposes.

  • S. 2774 - Federal Judgeship Act of 2008. Directs the President to: (1) appoint additional circuit judges for the first, second, third, sixth, eighth, and ninth circuit courts of appeals and temporary judges for the ninth circuit court of appeals; and (2) appoint additional permanent and temporary district judges for districts in specified states.

  • S. 2775 - Fair Share Act of 2008. Amends the Internal Revenue Code and title II (Old Age, Survivors, and Disability Insurance Benefits) of the Social Security Act to treat certain foreign subsidiaries of U.S. companies performing services under a contract with the U.S. government as U.S. employers for purposes of Social Security and Medicare employment taxes.

  • S. 2819 -Economic Recovery in Health Care Act of 2008.

  • S. 2829 - A bill to make technical corrections to section 1244 of the National Defense Authorization Act for Fiscal Year 2008, which provides special immigrant status for certain Iraqis, and for other purposes.

  • S. 2838 - Fairness in Nursing Home Arbitration Act. Provides that a pre-dispute arbitration agreement between a long-term care facility and a resident (or anyone acting on the resident's behalf) shall not be valid or specifically enforceable.

  • S. 2840 - Military Personnel Citizenship Processing Act. A bill to establish a liaison with the Federal Bureau of Investigation in United States Citizenship and Immigration Services to expedite naturalization applications filed by members of the Armed Forces and to establish a deadline for processing such applications.

  • S. 2871 - Reserve Education Assistance Program (REAP) Enhancement Act of 2008.
