On September 10, 2008 Senator Norm Coleman testified at an Environment and Public Works (EPW) Committee hearing examining a Government Accountability Office report on the Highway Bridge Program. The report, initiated by Senator Coleman, Senator Carl Levin, and the EPW Committee, found that the federal Highway Bridge Program lacks focus and performance measures as currently constructed. In his testimony, Senator Coleman called for reforming the way we measure the condition of bridges, prioritize money for infrastructure work, and the need to provide greater accountability.

On September 10, 2008 Senator Norm Coleman testified at an Environment and Public Works (EPW) Committee hearing examining a Government Accountability Office report on the Highway Bridge Program. The report, initiated by Senator Coleman, Senator Carl Levin, and the EPW Committee, found that the federal Highway Bridge Program lacks focus and performance measures as currently constructed. On September 16th, Senator Norm Coleman spoke at a Parent Project Muscular Dystrophy press conference urging the passage of the Paul Wellstone Muscular Dystrophy Community Assistance, Research, and Education Amendments (MD-CARE) Act of 2008, legislation he cosponsors. The legislation renews the muscular dystrophy research programs that were established by the late Senator Paul Wellstone’s MD-CARE Act of 2001, including six National Institutes of Health (NIH) centers of excellence, a government wide Muscular Dystrophy Coordinating Committee to ensure collaboration and unity of efforts, and expanded data collection on muscular dystrophy directed the Centers for Disease Control and Prevention (CDC). The new legislation also would increase research funding and rename the research centers as the Paul Wellstone Muscular Dystrophy Cooperative Research Centers. Coleman was joined by U.S. Olympic Gold Medal Swimmer Ryan Lochte who lost a family member to Duchenne Muscular Dystrophy.
