Bridges dodge funding cuts

The famed Alaskan bridges recently avoided funding cuts in Alaska.  The article reports that Alaska is expected to have a $1.6 billion surplus this year. 

With that kind of surplus, why do its representatives continue to lobby for more pork and why does the Congress continue serving it up?
