Child rapist indicted on new charges

BRENTWOOD – A convicted child rapist has been indicted on two felonies and a misdemeanor, including charges he provided alcohol to a teenager who had just turned 18.

Jeremy Semprebon, 40, of Rye, was indicted by a Rockingham County grand jury this month for failing to notify police about a new job he had taken at AIDS Response Seacoast in Portsmouth, according to court records.

He was also indicted on charges of not telling the non-profit agency he been convicted of aggravated felonious sexual assault on Jan. 30, 2005, in Strafford County, even though he knew his job would include "the instruction or guidance of minors," court records show. As a convicted sex offender, state law mandated Semprebon to notify police of a new job within five days. He is also barred from working with children.

Each of those two felony charges carries a maximum penalty of 3 1/2 to 7 years in prison and a $4,000 fine.

Prosecutors also allege he gave alcohol to a minor, named only as "A.B.," on Nov. 6, 2007, in Rye -- an accusation made public only this week in court records. That charge, a class A misdemeanor, is punishable by up to a year in county jail and a $2,000 fine.

Semprebon worked as an education prevention coordinator for AIDS Response Seacoast from June 6 to Aug. 31, 2007, where he allegedly had contact with minors on at least two occasions, police said.

An employee at a partner agency noticed Semprebon on the state's registered sex offender list, and police were eventually notified. His case caused state and non-profit officials to review their policy on background checks when it was discovered government funds were used to pay for portions of Semprebon's salary.

Officials from the state Department of Health and Human Services said federal grant money in excess of $143,000 was paid to AIDS Response Seacoast from 2006 to 2008, part of which paid for three-fourths of Semprebon's salary.
