common sense on properly displaying the united states flag

By Senator Tom Harkin

Displaying the United States flag is a great way to show patriotism any time of the year, but especially on Independence Day. Here are some quick rules and guidelines to follow so you can display your flag correctly:

Should I fly my flag if it is raining?
The flag should not be displayed on days when the weather is inclement, except when an all-weather flag is used.

Can I fly my flag at night?
Yes, if it is properly illuminated or if there is sufficient local light so that the flag is visible. If not, it is recommended that you retire your flag at sunset.

Can my flag touch the ground?
The flag should never touch anything beneath it, such as the ground, floor or water. If the flag does touch the ground, it should be cleaned and then can be returned to the pole.

What should I do when my flag gets old and worn?
When a flag is in a condition that renders it no longer a fitting emblem for display, it should be disposed of in a dignified way. You can contact your local VFW Chapter for assistance with disposing of your old flag.

When should my flag be flown at half-staff?
There are certain days in which the flag should always be flown at half-staff. The flag is also flown at half-staff upon proclamation of the President or Iowa’s Governor Chet Culver. Flags should always be flown at half-staff on the following days:

May 15 — Peace Officers Memorial Day: half-staff from sunrise to sunset

Last Monday in May — Memorial Day: the flag should be displayed at half-staff until noon

September 11 — Patriot Day: half-staff from sunrise to sunset

December 7 — National Pearl Harbor Remembrance Day: half-staff from sunrise to sunset.

Upon the death of a past or present President, Vice-President, Chief Justice, or Speaker of the House.

What if I am flying multiple flags?
If you are flying multiple flags on the same pole, the U.S. flag should always be on top. If they are flying on separate poles, the U.S. Flag should always be highest or to the right of the other flags (viewers left). If you are flying other nation’s flags with the U.S. flag they must all fly at the same height.

How can I get a flag that has been flown over the Capitol?
Iowans may request a flag that has been flown over the U.S. Capitol by contacting my office in Washington, DC at 202-224-3254. If you would like a flag flown on a particular day for a special person, please complete one of the forms from my website
