Steve's Energy Plan - The Main Street USA Energy Security Act:

Summary:

Our current energy portfolio is critically out of balance. The American people are hurting from mounting energy costs and growing increasingly dependent on foreign oil. Yet, Congress has not passed energy policy with relevant answers to today’s prices. The answer is a policy that diversifies our energy sources, and increases our supply, opening the domestic energy reserves of the United States to responsible production.

In response to these issues, I have recently introduced the "Main Street U.S.A. Energy Security Act," H.R. 6001, legislation to allow responsible access to the United States'; domestic energy reserves, rebalance the nation's energy portfolio and provide incentives for research and development.

Limitations on oil and gas production, and underdeveloped coal, nuclear and refining industries have driven up energy costs. The “Main Street U.S.A. Energy Security Act of 2008” will address these issues by:

  • Opening the Outer Continental Shelf to responsible energy production, sharing the revenue with coastline States, and bringing more oil and natural gas to the American People.
  • Allowing energy development within the Arctic National Wildlife Refuge, which may hold up to 21 billion barrels of oil.
  • Streamline the Refinery Permitting process, assisting new refineries to be built within the United States for the first time in 30 years.
  • Supporting the development of Coal-to-Liquids plants, and the use of coal-to-liquids fuels by the Department of Defense by authorizing the Secretary of Defense to enter into contracts for long term procurement of the fuel.
  • Supporting the building more nuclear plants, increasing the manufacturing and education base of the industry, and bringing more inexpensive, clean nuclear power onto the electricity grid.
  • Providing a three-year production tax credit extension for wind and other renewable energy generation, including solar, efficiency improvements, plug-in hybrids and biofuels.
  • Investing in Research and Development for the energy needs of tomorrow, including cellulosic ethanol research and further Coal-to-Liquids development.

Congress must address energy issues with the serious and comprehensive answer it deserves. The energy problems facing the U.S. are diverse; a successful solution must be diverse as well. The “Main Street U.S.A. Energy Security Act” looks America’s energy problem in the face, recognizes that energy security and independence go hand in hand, and enables the industries and resources of the U.S. to provide affordable and sustainable energy to the American people.
