  CIGARETTE SMUGGLING

Links have been discovered between interstate smuggling rings of tobacco and the international terrorist outfit, Hezbollah. In addition, illicit cigarette trafficking is a major activity of organized crime. In an effort to curb these growing threats to our security, I have co-authored he “Prevent All Cigarette Trafficking (PACT) Act,” with Senator Hatch (R-UT). The PACT Act will combat such unlawful activities by expanding and improving law enforcement’s oversight capabilities of interstate cigarette trafficking.

Furthermore, as a result of tobacco smuggling, fiscally strapped states are losing significant revenue in the form of cigarette taxes. Currently, anyone who sells and ships cigarettes across state lines to consumers must report the sale to the buyer’s state tobacco tax administrator.

The PACT Act simply extends this reasonable requirement to include telephone, mail, and Internet sales. It will promote consumer fairness and help ensure the safety and security of Americans. The PACT Act has passed the Senate and currently awaits action in the House of Representatives.
