Answer:
The USPS is the only Federal agency whose employment policies are governed by collective bargaining under the National Labor Relations Act. Congressman Crenshaw may make inquiries within the appropriate channels to notify the Postal Service of your written request or complaint. However, he cannot force the Service to grant a request that is not consistent with USPS guidelines or procedures.
