Senator Carper launches a new Blueprint Community April 28, 2008 – Dover
Senator Carper joined Dover Mayor Carleton Carey for the unveiling of a local Blueprint Community. Launched in September 2005 by the FHLBank of Pittsburgh and 16 funding and program partners, Blueprint Communities initially involved 22 urban and rural communities across Pennsylvania during 2005 and 10 in West Virginia during 2007. In 2008, FHLBank Pittsburgh joined with the University of Delaware's Center for Community Research and Service to expand the Blueprint Communities revitalization initiative to 9 areas in Delaware, including a neighborhood in downtown Dover.

Senator Carper talks about foreclosure assistance April 28, 2008 — Dover
Lt. Governor John Carney joined Senator Carper to talk about the dual role that state and federal governments can play in helping people deal with the crisis of foreclosure. They are joined by (l-r): Diane Lello (Department of Housing and Urban Development or HUD), Karen Speakman (NCALL), John Bravacos (HUD) and Bonnie Boards (JPMorgan Chase). State Banking Commissioner Robert Glen was also in attendance.

Senator Carper posed with volunteers as the Friends of the Furness Railroad District installed student art work depicting the Wilmington Train Station, a Frank Furness building. The Wilmington Train Station will be undergoing renovations starting in July 2008.

Senators Biden and Carper and Congressman Castle announced $414,000 in federal funding for Christiana Care Health System Wilmington Hospital Emergency Department. With the senator is Christiana Care President and CEO Dr. Robert Laskowski.

Senator Carper announces funding for wastewater treatment April 21, 2008 — Georgetown
To celebrate Earth Day, Senator Carper and Congressman Castle joined USDA for an important funding announcement in Millsboro. They joined USDA's Marlene Elliott Brown and DNREC Secretary John Hughes in announcing $7.37 million in federal funding for upgrades to Millsboro's wastewater treatment facility.
Senator Carper visits Cape Henlopen State Park April 18, 2008 – Cape Henlopen State Park
Senator Carper toured Fort Miles with Lee Jennings, Chief of Cultural Resources for the Delaware Division of Parks and Recreation. The Delaware Division of Parks and Recreation is developing a new historic museum at Fort Miles in the Cape Henlopen State Park. The senator received an update on the progress of the proposed Battery 519 Museum. Senator Carper and his staff have been working with the Department of the Navy in an effort to secure information and artifacts that would be of significant benefit to the museum. The tour led the senator all over the fort where he saw artillery, the bunker and the renovation projects.

Senator Carper participates in Story Corps April 18, 2008 — Georgetown
Senator Carper joined renowned University of Delaware Professor Emeritus Dr. James Soles at Del-Tech for National Public Radio's "StoryCorps," to record a conversation. StoryCorps' mission is to collect stories from people across the country, to capture the history of a nation. The recordings will be archived at the American Folklife Center at the Library of Congress.

Senator Carper visits Justison St. April 4, 2008 — Wilmington
Senator Carper participated in the ribbon cutting for new section of Justison Street, a brand new roadway connecting West St to south of Beech Street through the center of the Justison Landing development. Other participants (l-r): Peggy Strine (RDC), Senator Carper, Councilwoman Hanifa Shabazz, DelDOT Secretary Carolann Wicks, Mike Purzycki (RDC), City Council President Ted Blunt, Representative Castle and William Montgomery of Mayor Baker's office.
