February 22, 2008 – Newark
Senator Carper visited GE Energy's solar manufacturing and advanced technology business. GE has developed a method to create Silicon wafers from inferior Si feedstock. This approach is very unique because it can utilize a wide range of Si material as a starting material, and it fabricates individual wafers, eliminating several expensive and wasteful steps. This was the media's first opportunity to see this method.

February 21 and 22, 2008 — Dover and Wilmington
During his February recess, Senator Carper met with seniors in each of Delaware's three counties to help prepare them for the transition from analog to digital television, starting Feb. 17, 2009. On that date, television stations must cease analog broadcasts and switch to solely digital broadcasts, using a different part of the radio spectrum.

To prepare for this transition, Senator Carper traveled the state providing information to help people who own analog televisions (with "rabbit ears") make the DTV transition. He talked about why the transition is important and gave out information to make it easier for people to ease into the transition. Arming the people of Delaware with the information they need will make this change easier.

February 21, 2008 — Georgetown
Senator Carper shared a laugh with Chuck Dorman, the acting director of Elsmere's Veterans Administration Medical Center. He viewed the progress of the new Kent County Veteran's Clinic. A Vietnam veteran himself, the senator has been a driving force in updating services for the veterans in Delaware. Senator Carper has been very involved in the new clinic, scheduled to open in a few months.

February 19, 2008 — Georgetown
Senator Carper was on hand to announce $328,300 in federal funding for the Del Tech Airframe Maintenance Technology Program. This funding is essential to help fill significant labor shortages at various aviation industry sites in Delaware, the most critical of these being a need for airframe maintenance technicians in Sussex County. The program will provide county residents the education for these well paying jobs thereby contributing to the economic development of the area.

February 19, 2008
Senator Carper participated in a book signing with Dr. William Carter, newly published author of the book "Why Me, Lord?: The Experiences of a U.S. Navy Armed Guard Officer in World War II's Convoy P.Q. 17 on the Murmansk Run." Senator Carper, a Vietnam veteran and retired Navy captain, helped Dr. Carter get the book published and wrote the foreword.

February 15, 2008 — Harrington
Senator Carper visited the Lake Forest School District Intensive Learning Center, where students use computers they received from the United States Senate. These "recycled" computers are being used by 7th and 8th grade students. Managed by the United States Senate Sergeant At Arms office, Kent County received 10 donated computers. Five of those computers went to Lake Forest School District Intensive Learning Center and the other five were donated to John S. Charlton School in the Caesar Rodney School District.

February 15, 2008 — Dover
Senator Carper joined Delaware Solid Waste Authority employees Jesse Dale (driver) and Jeremy Hannah (assistant) as they completed their route in the Canterbury area of Dover. As co-chair of the Senate Recycling Caucus and a lifelong recycler, Senator Carper was interested in learning how DSWA reachs out to the people all over the state to encourage recycling. To date, over 28,000 Delaware residents have signed up for the curbside recycling program.

Congressman Todd Platts (R-Pa.), Nuclear Regulatory Commission Chairman Dale Klein and Senator Carper toured Exelon's Peach Bottom nuclear power plant. The Nuclear Regulatory Commission followed up on an issue involving inattentive security officers.
