WASHINGTON, D.C. - Welcome to this week's GOAL (Grant Opportunity Action Listing).  A top priority of mine in Congress is to foster economic opportunity in our area as a way to create good jobs in our community. This week's GOAL is the biggest yet!  As we begin a new fiscal year,  federal agencies are releasing their first sets of announcement for the year.  The National Institutes of Health and the National Science Foundation provide the bulk of this week's announcements.  Our local universities and colleges and small technology businesses should take special note of the programs offered as they are wide-ranging.
For those not involved in research, one of our Special Notices is an abstract from the Environmental Protection Agency - Federal Funding Sources for Small Community Wastewater Systems.  This is a comprehensive listing of sources which can be a great resource for our communities.


We also have included information that our school systems should find helpful. The U.S. Department of Justice has school safety resources available from the Office of Community Oriented Policing Services (COP).  You can download over 30 practical guidebooks that address issues such as developing a successful school safety program and emergency response plan; assessing and reducing gang activity in your community; effective responses to reducing bullying in schools; responding to bomb threats against schools; dealing with disorderly youth who congregate in public places; preventing school vandalism and break-ins; and gun violence among youth.  Information on how to download this CD is provided in the GOAL.

Once again, this week's update contains programs that are administered through the New York State Government. At the top of my list are programs providing funding for Agri-tourism and the development of Municipal Agricultural and Farmland Protection Plans.  Be sure to check the NYS Section for more opportunities.

Our community has always been proud of our heritage and a program from the U.S. Department of Education could be a perfect linkage for our school districts.  The Teaching American History Grant Program  will fund 52 programs across the country.  Hopefully some of them will be in the 20th Congressional District.

Finally, I am proud to include a two notices of recent awards in the 20th Congressional District.  The awards to the Hensonville Fire Company and Delhi Fire Department  are both from the Department of Homeland Security and will help keep our community safe.  It is exactly these type of grants which prompted me to co-sign a letter this week to the House Appropriations Homeland Security Subcommittee leadership urging them to fight to maintain generous funding for these critical fire safety programs.  A copy of the letter is included for your information.

Federal Funding Sources for Small Community Wastewater Systems
ABSTRACT
The following publication entitled, Federal Funding Sources for Small Community Wastewater Systems, is a product of the Small Underserved Communities team in EPA's Office of Wastewater Management, Municipal Support Division. The team's goal is to administer programs through which small, underserved communities can access information, financial resources and technical assistance to achieve adequate and cost effective wastewater systems. The publication contains 10 fact sheets of possible funding sources to help small, rural communities attain adequate wastewater systems. The fact sheets provide information on the types of help each program offers, what projects are funded, who is eligible, and how to reach the program contacts to apply for the funds. School Safety Resources Available from the U.S. Department of Justice Office of Community Oriented Policing Services (COPS)
 The U.S. Department of Justice Office of Community Oriented Policing Services (COPS) has made grants and resources to improve the safety of America's schools.  COPS currently has available a collection of technical assistance resources intended to support law enforcement officers, school administrators, parents, and community leaders as they work to enhance school safety and address youth related crime and victimization.

Effort to Increase Firefighters SAFER Funding

On October 15th, Congresswoman Gillibrand signed on to the following bi-partisan letter in an effort to increase funding for the Staffing for Adequate Fire and Emergency Response Firefighters (SAFER) and Assistance to Firefighters Grant programs.  The funding in the House-passed bill includes a significant increase over the Administration's Fiscal 2008 Budget request which will better enable career and volunteer fire departments throughout the nation to more effectively serve their communities.  We will keep you informed of the progress to increase this vital funding for our firefighters.

Dear Chairman Price and Ranking Member Rogers:

As the conferees meet to resolve differences between the House and Senate-passed FY 2008 Homeland Security Appropriations bills, we urge you to fight to maintain the generous levels you have included in the House bill for the Staffing for Adequate Fire and Emergency Response Firefighters (SAFER) and Assistance to Firefighters Grant programs. 

As you know, the SAFER program, authorized in 2003, provides much-needed funding for career and volunteer fire departments across America to hire new firefighters and recruit and retain volunteer firefighters.  This program is critical to the thousands of fire stations across the country currently operating short of staff.  Indeed, two-thirds of all career and volunteer fire departments in our nation, located in both large cities and small towns, do not have sufficient personnel to adequately protect the public.  Through your leadership, the House bill includes an historic $235 million for SAFER which will help bring our nation's fire departments to staffing levels that will improve the safety of our firefighters and the communities they serve.

The SAFER program complements the very successful Assistance to Firefighters Grant program, through which the federal government provides funds for training and equipment to fire stations throughout the country. Since 2001, this program has positively impacted public safety by providing more than $3.7 billion for infrared cameras, personal protective gear, hazmat detection devices, improved breathing apparatuses, advanced training and fitness programs, fire engines, prevention and education programs, and interoperable communication systems.  This is the basic equipment our fire departments need to effectively respond to all hazards.   Through your leadership, the House bill includes $570 million for the Assistance to Firefighters Grant program.

We ask far too many of our first responders to risk their lives in our defense every day, too often with insufficient staffing, inadequate training and obsolete equipment, and we have an obligation to provide them the necessary resources to perform their jobs as safely and effectively as possible.

On behalf of our nation's first responders, we would like to thank you for your strong and continued commitment to fulfilling this obligation.  We urge you to work in conference to maintain the additional funding you have provided for the Assistance to Firefighters Grant and Staffing for Adequate Fire and Emergency Response Firefighters (SAFER) programs in the House FY 2008 Homeland Security Appropriations bill.

Hensonville Hose Company, located in Hensonville, Greene County was awarded a federal grant from the Department of Homeland Security.  The company was awarded $84,778 under the Assistance for Firefighters grant for operations and safety.

Dehli Town Fire Department, in Delaware County, has been awarded a $145,635 in federal grants from the Department of Homeland Security, Assistance for Firefighters Grant Program.

Earlier this month, Congressman Michael R. McNulty and Congresswoman Kirsten E. Gillibrand welcomed the news that the United States Department of Agriculture (USDA) has heeded their call to keep open the local Farm Service Agency (FSA) field office in Rensselaer County, New York State, withdrawing plans to close this office. 
The services that local farmers receive from these offices are vital to ensuring the continued success of agriculture in our community.
State and county offices directly administer FSA programs. These offices certify farmers for farm programs and pay out farm subsidies and disaster payments. Currently, there are 2,346 FSA county offices in the continental states. FSA also has offices in Hawaii, and a few American territories.
After an initial announcement to close the Rensselaer office, Congresswoman Gillibrand successfully lobbied the USDA to alter their plans and avoid closing this office.

Pollution Prevention Institute - Department of Environmental Conservation
The Department of Environmental Conservation is issuing a Request for Proposal for eligible entities to submit proposals to develop and implement a pollution prevention institute. The Institute must be established, operated, and maintained in New York State. Options may include a single center, a single center with satellite offices, or a group of multiple entities with specialty services. All centers, offices, facilities, entities and groups must be located in New York State. The Institute will offer an unparalleled center for technology evaluation and development as well as training and assistance to state businesses and organizations involved in pollution prevention. The Institute will promote cost effective methods of reducing and eliminating the use of toxic substances in the manufacturing process. The Institute will make businesses more competitive by enabling them to be more efficient. Incorporating research and development, technology transfer, technology demonstration, education, outreach, and workforce development, the Institute will focus on sustainability and toxic use reduction over the course of the product life cycle. The Institute will foster partnerships between businesses, universities, state and local governments, health and environmental organizations. These partnerships will stimulate the research and development of cutting-edge environmental technologies that will promote sustainable economic development. The Institute shall focus on priorities that optimize environmental benefit and economic development.
ELIGIBILITY:  Public or private university or non-profit institution or a consortium of such organizations.
FUNDING:  Provides up to $2 million in state assistance funding.

Centralized Property Tax Administration Program (CPTAP) - Office of Real Property Services
The New York State Office of Real Property Services (ORPS) is establishing this grant program and is seeking proposals from county governments for projects leading to county coordination of real property tax administration and property tax collection information management. ORPS anticipates awarding approximately 25 grant applications for the 2007-08 fiscal year.
ELIGIBILITY:  County governments.
FUNDING:  $2.6 million.

Agri-tourism Projects  - Department of Agriculture and Markets
Eligible projects will involve the development, implementation or expansion of programs, projects, activities or events which will promote New York State food and agriculture by attracting visitors to New York State food and agriculture related destinations. For the purposes of this program, agri-tourism is defined as any food or agriculture related program, project, activity or event taking place at a farm or other food or agriculture related location(s) that will attract visitors to promote and enhance the public's understanding and awareness of New York food, farms, and agriculture and the importance of this sector to their way of life.
ELIGIBILITY:  Public and private agencies and organizations, business and industry, educational institutions, local governments, and individuals.
FUNDING:  The maximum award to any one applicant shall not exceed $50,000.

Enhancing Education through Technology, No Child Left Behind Act (NCLB) Education Department
The purpose of these grants is to improve student academic achievement through the use of technology in elementary and secondary schools, to assist every student in becoming technologically literate by the end of eighth grade, and to encourage the effective integration of technology resources and systems with professional development and curriculum development to promote research/evidence-based instructional methods that can be widely replicated.
ELIGIBILITY:  High-need local educational agency or eligible local partnership.
FUNDING:  $11.7 million.

Municipal Agricultural and Farmland Protection Plans - Department of Agriculture and Markets
The Department of Agriculture and Markets is announcing the availability of funds to assist with the development of Municipal Agricultural and Farmland Protection Plans. This program is intended to promote the development of municipal based plans and programs that are designed to recognize and protect the environmental and landscape preservation values associated with agriculture and make an effort to maintain the economic viability of the state's agricultural industry and its agricultural land base.
ELIGIBILITY:  Towns, villages and cities.
FUNDING:  Up to $25,000 per municipality.
DEADLINE:  Applications will be accepted on a continuing basis subject to the availability of funds.

Federal Program recommended by NYS Assembly:
Department Of Housing And Urban Development - HOPE VI Revitalization
The purpose of HOPE VI Revitalization grants is to assist Public Housing Authorities: 1. Improve the living environment for public housing residents of severely distressed public housing projects through the demolition, rehabilitation, reconfiguration, or replacement of obsolete public housing projects (or portions thereof); 2. Revitalize sites (including remaining public housing dwelling units) on which such public housing projects are located and contribute to the improvement of the surrounding neighborhood; 3. Provide housing that will avoid or decrease the concentration of very low income families; and 4. Build sustainable communities.
ELIGIBILITY:  All non-troubled public housing authorities (PHAs) with severely distressed public housing are eligible to apply, subject to the requirements under Section III of this NOFA. PHAs that manage only a Housing Choice Voucher (HCV) program, tribal PHAs, and tribally designated housing entities are not eligible.
FUNDING:  The maximum amount of each grant award is $20 million. It is anticipated that four or five grant awards will be made.

Brownfields Economic Development Initiative  - Department Of Housing And Urban Development
The purpose of the Brownfields Economic Development Initiative (BEDI) program is to enhance the security of a loan guaranteed by HUD under Section 108 of the Housing and Community Development Act of 1974, as amended, for the same brownfields economic development project, or to improve the viability of a brownfields economic development project financed with the Section 108-guaranteed loan, in order to stimulate economic development by local governments and private sector parties at brownfield sites and to return those sites to productive, economic use.
ELIGIBILITY:  Any public entity eligible to apply for Section 108 loan guarantee assistance.
FUNDING:  Approximately $32.9 million.

Description
The U.S. Department of Energy Office of Science, Office of Biological and Environmental Research (OBER), and the U.S. Department of Agriculture (USDA), Cooperative State Research, Education, and Extension Service (CSREES), National Research Initiative (NRI) Competitive Grants Program hereby announce their interest in receiving applications for genomics-based research that will lead to the improved use of biomass and plant feedstocks for the production of fuels such as ethanol or renewable chemical feedstocks. Specifically, applications are sought for fundamental research on plants that will improve biomass characteristics, biomass yield, or sustainability. Systems biology approaches to identify genetic indicators enabling plants to be efficiently bred or manipulated, or research that yields fundamental knowledge of the structure, function and organization of plant genomes leading to improved feedstock characterization and sustainability are also encouraged.

This Funding Opportunity Announcement (FOA) is requesting applications for the development of hydrolytic enzymes or enzyme system preparations that can effectively saccharify pretreated lignocellulosics to produce fermentable sugars under process relevant conditions. The enzymes or enzyme systems must be able to survive a wide range of environmental conditions and be stable to denaturing conditions typically found in lignocellulosic processing. Only domestic, non-profit, private or public institutions may apply for grants to support National Research Service Award (NRSA) short-term research training programs. The applicant institution must have a high quality research program in the area(s) proposed for the research training and must have the staff and facilities to conduct the proposed research training. The research training program director at the applicant institution must be responsible for the selection and appointment of trainees to receive NRSA support and for the overall direction of the training program.
Description
The National Institutes of Health (NIH) will award Ruth L. Kirschstein National Research Service Award (NRSA) Short-Term Institutional Research Training Grants (T35) to eligible institutions to develop or enhance research training opportunities for individuals interested in careers in biomedical and behavioral research. Many of the NIH Institutes and Centers use this grant mechanism exclusively to support intensive, short-term research training experiences for students in health professional schools during the summer. In addition, the Short-Term Institutional Research Training Grant may be used to support other types of predoctoral and postdoctoral training in focused, often emerging, scientific areas relevant to the mission of the funding NIH institute or center. - The proposed training must be in either basic, behavioral, or clinical research aspects of the health-related sciences. This program is intended to encourage students to pursue research careers by exposure to and short-term involvement in the health-related sciences. The training should be of sufficient depth to enable the trainees, upon completion of the program, to have a thorough exposure to the principles underlying the conduct of research.- The number of applications funded will vary and depend upon the number of meritorious applications determined by the official review process. Although NRSA short-term institutional training grants are an NIH-wide grant mechanism, not all NIH institutes and centers support short-term training. Therefore, all applicants are strongly encouraged to contact the institute's representative (listed below in Section VII) before preparing an application. Such contact will help ensure that the applicant will obtain information about the NIH institute's interest and supplemental instructions concerning NRSA short-term institutional training grants.- Awards for T35 institutional training grants may be for project periods up to five years in duration. Description
Under this Funding Opportunity Announcement (FOA),the National Institute of Neurological Disorders and Stroke (NINDS), the National Institute on Aging (NIA), and the National Institute of Nursing Research (NINR) invite research grant applications that address the underlying neurobiological mechanisms associated with the cognitive impairment in Parkinson's disease (PD), that address the development of clinical interventions and therapeutics for cognitive impairment in PD, or that promote improved clinical diagnosis or treatment of cognitive impairment in PD. A goal of this PA is to begin a process where basic and clinical scientists from various disciplines can overcome barriers to cross-disciplinary and biobehavioral research and examine all aspects of cognition in the context of the diagnosis and treatment of Parkinson's disease.

Description
The goals of NIH-supported career development programs are to help ensure that diverse pools of highly trained scientists are available in adequate numbers and in appropriate research areas to address the Nation's biomedical, behavioral, and clinical research needs. - The purpose of the Mentored Research Scientist Development Award (K01) is to provide support and protected time (three, four, or five years) for an intensive, supervised career development experience in the biomedical, behavioral, or clinical sciences leading to research independence. Awards are not renewable, nor are they transferable from one principal investigator to another. - The K01 application may be submitted on behalf of the candidate (principal investigator) by any domestic for-profit or non-profit institution/organization, or public or private institutions, such as universities, colleges, hospitals and laboratories. Foreign institutions are not eligible to apply. - Candidates must be U.S. citizens or non-citizen nationals, or an individual lawfully admitted for permanent residence, who hold a research or health-professional doctoral degree or its equivalent and can commit a minimum of 75% of full-time professional effort conducting research and relevant career development activities specified in the application. Receipt of prior support may impact on eligibility. - The candidate must demonstrate and justify the need for a three, four, or five-year period of additional supervised research experience. Planning, direction, and execution of the proposed career development program and research project will be the responsibility of the candidate and his/her mentor. - The proposed career development experience must be in a research area new to the applicant and/or one in which an additional supervised research experience will substantially augment the research capabilities of the applicant. - The candidate should provide a plan and proposed timeline for achieving independent research support by the end of the award period. - The amount funded as salary for a career development award is not uniform throughout the NIH participating Institutes and Centers (ICs); therefore, the applicant is strongly advised to contact the relevant IC for any distinct guidelines, requirements, and allowable funds (see website referenced in Section VII for IC contacts). - The total amount to be awarded and the number of anticipated awards will depend upon the quality, duration, and costs of the applications received as determined by the peer review process, available funds and program priorities. - The candidate for this K01 award may not concurrently apply for or have an award pending for another NIH career development award. Description
This Funding Opportunity Announcement (FOA) is designed to foster innovative collaborative research to characterize the structural properties of taste and smell receptors. Additional emphasis is placed on the characterization of the interactions among odors, pheromones, and taste substances with their cognate receptors, and the identity of the critical ligand-receptor binding sites that determine sensitivity and selectivity. One aim of this FOA is to encourage collaborations among chemosensory molecular biologists and biochemists with expertise in the isolation and characterization of membrane proteins, and biophysicists familiar with crystallography, NMR and other analytical tools used in structural analyses. This FOA will use the NIH investigator-initiated exploratory/developmental (R21) grant mechanism. Because the nature and scope of the proposed research will vary from application to application, it is anticipated that the size and duration of each award will also vary. The total amount awarded and the number of awards will depend upon the mechanism numbers, quality, duration, and costs of the applications received. Budget and Project Period. Description
-Purpose. This Funding Opportunity Announcement (FOA) solicits Research Project Grant (R01) grant mechanism from institutions/organizations that propose to study the evolutionary principles that underlie the emergence, spread, and containment of infectious disease. An explicit goal of the FOA is to stimulate interdisciplinary research between (a) quantitative and computational sciences and (b) experimental, clinical, or field studies. Areas of particular interest include the evolution of pathogens, evolutionary dynamics of host-pathogen systems, and the consequences of intervention strategies. The focus of this program is limited to discovery of fundamental biological principles rather than to detailed knowledge or treatment of specific diseases. -Mechanism of Support. Purpose. The ultimate goal of this program announcement is to encourage the development of empirical research on social work practice, concepts and theory as these relate to the NIH public health goal of improving health outcomes for persons with medical and behavioral disorders and conditions. -Mechanism of Support. This FOA will utilize the NIH Research Project Grant (R01) award mechanism. -Funds Available and Anticipated Number of Awards. Because of the nature and scope of the proposed research will vary from application to application, it is anticipated that the size and duration of each award will also vary. The total amount awarded and the number of awards will depend upon the number, scientific merit, overall quality, duration, and costs of the applications received, as well as on the funds available at the participating NIH Institutes/Centers. Purpose: To clarify the mechanisms by which hyperglycemia may exacerbate ischemic and reperfusion injury in the setting of acute myocardial ischemia. Awards will support the preclinical testing of new therapeutic interventions to reduce ischemia/reperfusion induced myocardial damage in patients with acutely elevated blood glucose levels following an ischemic insult. The study team must include health promotion, behavioral and/or social scientists. This research on prevention of oral diseases and/or their sequelae could focus in any of the following areas: 1) maternal and child health, 2) adolescent and young adult health and 3) the health of adults with complex diseases in the general population or in subgroups of the population with health disparities. Purpose: The purpose of this Funding Opportunity Announcement is to solicit applications from qualified investigators for the establishment of a Hepatitis B Clinical Research Network. This network will consist of up to 10 clinical center sites and a single data coordinating center. Additionally, the network will be complemented with two basic/translational research laboratories. A virology center and an immunology center will both be integral to the consortium by providing support for the scientific pursuits of the network. The total amount to be awarded and the anticipated number of awards. The NIDDK intends to commit approximately $3,000,000 during FY 2008 (year 1 of the Network) and up to approximately $7,000,000 per year in years 2 to 7 of the Network. The National Institute of Justice (NIJ) is the research, development, and evaluation agency of the U.S. Department of Justice and a component of the Office of Justice Programs (OJP). NIJ provides objective, independent, evidence-based knowledge and tools to enhance the administration of justice and public safety. NIJ solicits proposals to inform its search for the knowledge and tools to guide policy and practice. NIJ is seeking applications for funding research and development that can enhance anthropological and odontological methods and/or tools for forensic applications. Priority will be given to applications focusing on the following areas: 1. Identification of remains in mass fatality events. 2. Age and sex determination. 3. Forensic artistry and facial/body reconstruction. 4. Methods for detection of human remains. 5. Identification of ethnicity and/or cultural origins. 6. Novel methods that can enhance forensic tools available for odontologists and dental anthropologists. 7. Biogeochemical markers that can provide information about the origins of skeletal remains. The National Aeronautics and Space Administration (NASA) Headquarters is releasing a NASA Research Announcement (NRA) for foundational research in support of the Aeronautics Research Mission Directorate (ARMD). NNH07ZEA001N, entitled "Research Opportunities in Aeronautics" will be available on or about May 31, 2007, by opening the NASA Research Opportunities homepage at http://nspires.nasaprs.com/ and then linking through the menu listings "Solicitations" to "Open Solicitations." This NASA Research Announcement (NRA) solicits foundational research proposals for the four programs within ARMD: the Airspace Systems Program, the Aviation Safety Program, the Fundamental Aeronautics Program and the Aeronautics Test Program. The Airspace Systems Program will directly address the Air Traffic Management (ATM) research needs of the Next Generation Air Transportation Systems (NGATS) initiative as defined by the Joint Planning and Development Office (JPDO). The Aviation Safety Program will take a proactive approach to address safety challenges of new and legacy vehicles in order to enhance the safety of the Nation's current and future air transportation system. The Fundamental Aeronautics Program will pursue long-term, cutting edge research in all flight regimes to produce data, knowledge, and design tools that will be applicable across a broad range of air vehicles. The Integrative, Hybrid and Complex Systems (IHCS) program supports innovative research in areas that integrate device concepts and systems principles in the design, development and implementation of new nano/micro/macro hybrid and complex systems with engineering solutions for domain specific applications. Hybrid systems incorporating both continuous and discrete representations are of increasing interest in the study of distributed networks. Proposals are sought that address fundamental research issues associated with modeling, design, simulation and development of engineering systems with applications in telecommunications, homeland security, biotechnology and manufacturing. Examples include:1. Miniature implantable devices that combine sensors, actuators, computational algorithms and microcircuits for biomedical applications ranging from drug delivery to microsurgery; 2. Wireless networks of handheld or wearable computing devices that incorporate microsystem transmitters, receivers, antennas and sensors, and constitute a complex distributed network with high bandwidth and high information-transfer rates; 3. Optoelectronic and photonic integrated circuits, scalable in density and functionality, for chip-based wavelength division multiplexing; 4. Power grids and systems designed to be reliable, efficient and environmentally sustainable; 5. Control methods for image-guided therapy and surgery; and 6. Cyberengineering systems that integrate the physical layer (devices,sensors) with the informational layer (communication networks, computational intelligence, decision/control) to optimize the performance of distributed systems. Such integrative systems offer new challenges in basic research and promise for future applications. Proposals for the Integrative, Hybrid and Complex Systems program may involve collaborative research among investigators to capture the breadth of expertise needed for such multidisciplinary integrative activities. Areas of opportunity are announced and updated on the ECS Division home page. Description
The NanoManufacturing Program was established in 2001 to promote fundamental research and education at the nanoscale, and to transfer developments in nanoscience and nanotechnology discoveries from the laboratory to industrial application with prominent societal impacts. The program emphasizes scale up of nanotechnology for high rate production, reliability, robustness, yield, efficiency and cost issues for manufacturing products and services. NanoManufacturing capitalizes on the special material properties and processing capabilities at the nanoscale, and promotes integration of nanostructures to functional micro devices and meso/macroscale architectures and systems, as well as the interfacing issues across dimensional scales. The program covers interdisciplinary research and promotes multi-functionality across all energetic domains, including mechanical, thermal, fluidic, chemical, biochemical, electromagnetic, optical etc. The focus of NanoManufacturing is in a systems approach, encompassing nanoscale materials and structures, fabrication and integration processes, production equipment and characterization instrumentation, theory/modeling/simulation and control tools, biomimetic design and integration of multiscale functional systems, and industrial application. The program places special emphasis in NanoManufacturing education and training of the workforce, involvement of socio-economic sciences, addressing the health, safety and environmental implications, development of manufacturing infrastructure, as well as outreach and synergy of the academic, industrial, federal and international community.

The Power, Controls and Adaptive Networks (PCAN) program supports creative research and education underlying the analysis and design of intelligent engineering networks for control, communications, computation and energy. Proposals leading to improved methods for multi-scale modeling, learning, optimization, reliability, security and robustness of complex dynamical systems are of interest. Distributed networks occur in telecommunications, Internet, power and energy, transportation and manufacturing. Adaptive, learning and self-organizing principles offer potential for improved performance of networks with uncertain models and changing characteristics. Topics of interest include adaptive dynamic programming, reinforced learning, pattern recognition, and intelligent agents to develop brain-like networked architectures performing real-time learning using sensors and actuators. The program further includes integration of renewable and distributed energy systems, such as fuel cells, solar cells, wind power and micro-turbines into large power networks. Description
The Postdoctoral Fellowships in Polar Regions Research program supports training and research for recent doctoral degree recipients in any aspect of scientific study of the Antarctic and/or the Arctic within the Office of Polar Programs (OPP) program areas. The program also provides travel grants to those eligible for fellowships for the purpose of meeting prospective mentors and colleagues, presenting seminars, discussing mutual research and/or education interests, evaluating facilities and professional development opportunities, and initiating collaborative relationships. The fellowship program develops and trains recent Ph.D.s (especially those new to polar research) with concomitant goals to promote scientific research in polar regions; support innovative research in emerging areas; encourage interdisciplinary research; support and promote awareness of International Polar Year research and education activities; foster activities that create broader impacts for science and society; and increase the participation of under-represented groups in polar regions research.

Category Explanation: The U.S. Government (USG) is actively engaged in supporting the peaceful resolution of conflicts in the Georgian separatist regions of Abkhazia and South Ossetia, in a manner that maintains Georgia's sovereignty and territorial integrity within its internationally recognized borders. With this RFA, USAID seeks proposals for confidence building measures between ethnic Georgians and ethnic Abkhaz and Ossetes, including activities which promote civil society, and public and/or private sector linkages of a technical, cultural, social, or economic nature; joint education projects; information access; and cooperation on regional issues of mutual interest, such as infectious diseases and animal health.

Description
The United States Agency for International Development (USAID) is seeking applications for Assistance Agreements that will fund programs for confidence building activities between Georgia and its separatist regions (Abkhazia and South Ossetia). USAID will consider making multiple awards in the form of grants or cooperative agreements. The authority for this RFA is found in the Foreign Assistance Act of 1961, as amended.
