Terrorism | Africa | Iraq | Human Rights | Engaging Americans | Speeches Series

The terrorist attacks of September 11th, 2001, are still a painful memory for all Americans, and we must work to prevent such tragedies from occurring again. I am committed to working in Congress and with the President to dedicate the necessary resources to ensure the safety and security of all Americans.

The fight against al Qaeda and its affiliates is our highest national security priority. I supported legislation authorizing the use of force against those responsible for the September 11th attacks, but I also recognize that a successful response to the terrorist threat requires a multi-faceted approach. In addition to military efforts, this approach must include strong public diplomacy initiatives to counter anti-American propaganda, support of responsible international arms control agreements to control proliferation, and the pursuit of anti-corruption initiatives to address bribery and money laundering schemes that can finance international crime and terrorism.

Unfortunately, the Administration’s misguided and Iraq-centric policies have allowed Iraq to become a haven for terrorists, and have diverted resources and attention from other places around the world where terrorist networks that threaten the U.S. are operating. By ending our current massive and unlimited military presence in Iraq, while allowing targeted counter-terrorism efforts in that country to go forward, we can refocus our efforts on the global terrorist networks that threaten us.
