U.S Senator Russ Feingold, Chairman of the Subcommittee on African Affairs

I have served on the Subcommittee on African Affairs since first coming to the Senate in 1993, and have served as both Chairman and Ranking Member. As the current Chairman, I am continuing my efforts to make sure we seriously address the region's conflicts, humanitarian and health crises, and governance challenges.

I have had the opportunity to visit a number of African nations, where I have met with government officials and members of civil society to examine the complex problems they face, and to evaluate how the United States can support their political, economic, and social development.

I have been particularly active in speaking out against the genocide in Darfur. I have cosponsored legislation, including a resolution declaring the atrocities in Darfur as genocide and the Darfur Peace and Accountability Act. I have also consistently pressed the Administration to ensure that the perpetrators of the genocide be held accountable, and to expand the existing peacekeeping mission to secure a lasting peace.

Africa's weak and failing states provide havens for international criminals. Lawless areas, corrupt officials, and inadequate infrastructure present favorable conditions for terrorist training and financing, which presents a serious and far-reaching security threat. I have pressed the Administration to address weak and failing states, particularly Somalia.
