Statement on Motor Vehicle Defects Bill

September 26, 2000

WASHINGTON, D.C. -- Senator John McCain (R-AZ), Chairman of the Committee on
Commerce, Science, and Transportation, today issued the following statement on S. 3059, the
Motor Vehicle and Motor Vehicle Equipment Defect Notification Improvement Act:

"The Motor Vehicle and Motor Vehicle Equipment Defect Notification Improvement Act
is a reasonable and balanced approach to improving the recall process. It will provide NHTSA
with the ability to protect the driving public by effectively responding to safety-related defects in
automobiles. The bill was passed by voice vote by the Senate Commerce Committee on
September 20, without any audible dissent.

"I have consistently said that this bill would not be a cure-all for every problem affecting
automobile recalls. However, it accomplishes the important goals of ensuring that NHTSA will
receive more information from manufacturers about defects -- especially about recalls in foreign
countries. And while it imposes severe penalties for the most egregious violations of the Act, it
does not overreach.

"Some believe in the need to go further, and some feel that S. 3059 goes too far. With
less than two weeks remaining in the legislative session we must work together and not let the
perfect be the enemy of the good.

"It is my intention to file the Committee report on the bill this week and ask the Majority
Leader to bring the matter to the Senate floor as soon as possible."
