Project Description: CHKD's child abuse treatment program began in 1998 and that program now serves more than 1,000 families per year in the Hampton Roads region. Funding would support service coordination, a pediatric fellowship program to train physicians on the dynamics of child abuse and to expand services to the Oyster Point facility in Newport News.

The FEL project has important Naval directed energy applications.

A new building will save approximately $1 million each year in avoidable maintenance costs, plus an additional amount in avoided equipment damage.

Project Description: The Hampton University Cancer Treatment Initiative (HUCTI) will offer active and retired military personnel and their dependents world-class cancer detection and treatment facilities unique to the Hampton Roads area. HUCTI's programmatic and infrastructure components will include improved cancer prevention, detection and diagnostic services, and treatments and cures, for cancers that disproportionately affect minority communities, particularly breast cancer and prostate cancer. HUCTI's centerpiece will be a regional proton beam therapy facility with as many as four treatment bays. Proton therapy is a precise and advanced form of tumor treatment, especially useful for those previously unreachable or not treatable without inducing significant damage to healthy surrounding tissues.

Funding would support the purchase of a new version of the Gamma Knife unit, the Synergy-S knife. The Synergy-S knife would be used for extracranial non-invasive radiosurgery of lesions and tumors in other areas of the body, especially the spinal cord.

Project Name: Environmental Impact Statement for Introducing Non-Native Oyster Species into the Chesapeake Bay

Project Description: Congressional direction was provided in the FY 2004 Energy & Water appropriations to develop a programmatic EIS to evaluate alternative approaches to increasing oyster populations into the tidal waters of Maryland and Virginia. The benefits to a rehabilitated oyster resource include the potential for improved water quality, creation of aquatic habitat, and the re-establishment of an economically viable oyster industry preserving the region's culture associated with the working waterman. The proposed action to be evaluated in the EIS will be a proposal by the states to introduce the Asian oyster species, Crassostrea ariakensis, propagated from existing 3rd or later generation of the Oregon stock of this species, into the tidal waters of Maryland and Virginia to increase oyster populations. The States and the Corps will continue native oyster (C. Virginica) restoration efforts throughout the Chesapeake Bay.

An unusual shallow draft project, it is an important channel for the Chesapeake Bay region with unique activities occurring along the creek's shore. The benefits extend to the national level.
Project Name: Submerged Aquatic Vegetation Habitat Restoration, Chesapeake Bay, Virginia

Project Description: The entire Chesapeake Bay watershed covers about 64,000 square miles, which includes portions of six States and the District of Columbia. The Chesapeake Bay encompasses a total of 2,200 square miles, is approximately 200 miles in length and consists of about 4,000 miles of shoreline, 2,400 miles of which are within Virginia. The Chesapeake Bay is a relatively shallow estuary, with an average water depth of about 20 feet, although there are areas up to 174 feet in depth. The Virginia portion of the Chesapeake Bay is about 35 miles wide near the Virginia/Maryland border and about 15 miles wide at its mouth where it empties into the Atlantic Ocean. The reconnaissance study will evaluate opportunities for restoring submerged aquatic vegetation in the Virginia portion of the bay and determine the Federal interest in conducting a more detailed feasibility study.
