Project Name: Open Access Fiber Deployment for Middle Peninsula and Northern Neck, VA

Project Description: Funds will support the construction, improvement, and acquisition of facilities and equipment for the provision of broadband services in the Middle Peninsula and Northern Neck regions of Virginia. The network, which is currently in the design and engineering phase, will provide the affordable bandwidth necessary to support the deployment of high-end applications such as telemedicine, telework, telehealth, distance learning, and interoperability for first responders.

Project Name: Broadband Deployment for the Eastern Shore/Northern Neck/Middle Peninsula, VA

Project Description: Funds would be used to expand rural access to broadband technology and to install a high-speed telecommunications system along Virginia's Eastern Shore, including the NASA facility at Wallops Island, and rural portions of the Northern Neck and the Middle Peninsula.

Project Name: Spotsylvania County Law Enforcement Technology

Project Description: The requested funding would enable Spotyslvania County to field approximately 10 handheld biometric identification units with mugshot capability and provide for an Automated Fingerprint Identification System with 2 livescans and 1 latent station. Separate requests are being made by other jurisdictions in the National Capital Region, to facilitate cross-jurisdictional experience with this technology.

Project Name: Prince William County Law Enforcement Technology

Amount Requested: $1,435,640

Project Description: The scope of this project is to equip all 270 police operations vehicles with an in-car camera system, supported by appropriate staff and training resources. This will ensure that the County of Prince William, specifically the Police Department, will be able to provide a true and accurate depiction of events that occur during police contact with community members. There are significant benefits in terms of evidentiary value, liability protection, officer safety, and taxpayer savings.

Project Name: Harmful Algal Bloom Study, VA

Requested By: Virginia Institute of Marine Science

Amount Requested: $1,200,000

Project Description: Funds will support research to better understand the characteristics of, and risks associated with, these emerging HAB species and to develop a large scale monitoring program for these species in Virginia, which involves accurate species identifications using standard microscopic and new, state-of-the-art quantitative molecular techniques.  The Virginia Department of Health, Virginia Department of Environmental Quality, Virginia Marine Resources Commission support and are partners in the project.

Project Description: Funds will be used to upgrade the computer aided dispatch equipment used by County law enforcement and public safety officers as part of the interoperable communications system. This will improve access for interdepartmental users and outside federal and state sources at Quantico USMC base and along I-95.

Project Name: Commercial On-bottom Oyster Cultivation Using Remote Setting

Project Description: Funds would be used to build the hatchery and remote setting infrastructure and to modify existing technology to the local conditions.  This will insure the development of infrastructure and technology necessary to produce oysters on a commercial scale by hatchery and the remote settings throughout the Virginia portion of the Chesapeake Bay.

Project Name: CHKD Child Abuse Treatment Services

Requested By: Children's Hospital of the King's Daughters

Amount Requested: $825,000

Project Description: CHKD's child abuse treatment program began in 1998 and that program now serves more than 1,000 families per year in the Hampton Roads region. Child abuse rates in the Hampton Roads region are higher than the national average and 31 children in the region died last year from child abuse with another 10,700 children involved in reports of abuse and neglect.  Funding would support service coordination, a pediatric fellowship program to train physicians on the dynamics of child abuse and to expand services to the Oyster Point facility in Newport News.

Project Name: Crows Nest Peninsula Acquisition

Amount Requested: $4,000,000

Project Description: The Stafford Board of Supervisors and many in the Stafford community have partnered with the Commonwealth for a number of years to preserve the 3,000 acre Crows Nest property in eastern Stafford County bounded by the Potomac River and Accokeek and Potomac creeks.  Stafford, with great assistance from the Commonwealth of Virginia, has recently come to terms on Phase One, or 1720 acres of land, and will soon go to closing.  Additionally, the County is the contract holder on the remaining Phase Two, approximately 1200 acres.

Project Name: High Power FEL Development for Naval Applications

Requested By: Jefferson Laboratory

Amount Requested: $5,000,000

Project Description: The Jefferson Lab High Power FEL Development for Naval Application project continues to meet the Navy milestones for increased laser power and systems development for the application for a shipboard system for cruise missile defense.   In October 2006, the JLab FEL broke its own record and exceeded the Navy milestone by delivering 14.2 kW of infrared light at a maritime critical wavelength.  The FEL project has important Naval directed energy applications.

Project Name: FEL Capabilities for Aerospace Microfabrication

Requested By: Jefferson Laboratory

Amount Requested: $1,400,000

Project Description: The FEL has delivered world-record levels of infrared light for development of defense, science and industrial applications.  This joint project of the Aerospace Corporation and the Jefferson Lab in support of the Air Force Research Lab has demonstrated the use of kilowatt levels of ultraviolet light useful as a microfabrication processing tool to produce miniature satellite components.  $1.4 million is needed to complete and commission this project.

Project Name: Over-the-Horizon Vessel Tracking

Requested By: Center for Innovative Technology, VA

Project Description: Working in partnership with Rutgers and ODU, CIT will develop the needed software to implement a Long-Range HF Radar Network.  The network was established under a NOAA funded Coastal Observation program to develop and deploy a coastal observation system.

Project Name: Riverside Hospital Emergency Preparedness

Amount Requested: $1,050,000

Project Description: Riverside Regional Medical Center is the only designated trauma facility on the Peninsula, serving more than 200,000 people in Newport News and surrounding jurisdictions. Funds would be used to ensure the facility has a reliable power supply and water supply in the event of an emergency.

Project Name: Chesapeake Bay Gateways Network

Requested By: Commonwealth of Virginia

Amount Requested: $3,000,000

Project Description: The Chesapeake Bay Gateways Network is a program of the National Park Service's Chesapeake Bay Program Office and closely aligned with the Captain John Smith Chesapeake National Water Trail.  Over 155 museums, parks, refuges, historic homes and boats, water trails and other institutions comprise the Gateways Network and help make Chesapeake country and its vast watershed a vibrant national treasure by telling the Chesapeake's natural and cultural stories, providing access to the watershed, and developing hands-on volunteer conservation.

Project Name: Rappahannock River Valley National Wildlife Refuge, VA

Requested By: The Nature Conservancy

Amount Requested: $3,300,000

Project Description: Funds appropriated to the U.S. Fish and Wildlife Service will be used to acquire 470 acres in fee and conserve another 390 acres with a conservation easement within the Rappahannock River Valley National Wildlife Refuge.

Project Name: The James Monroe Birthplace

Requested By: The James Monroe Memorial Foundation

Amount Requested: $250,000

Project Description: The funds for this project are to be used for the reconstruction of the birthplace of Fifth President James Monroe at Monroe Hall in Westmoreland County and for part of the James Monroe Trail, a walking and biking path on the Monroe property. Archaeology studies, documentation and research are underway by The Center for Archaeological Research and The College of William & Mary and by the Colonial Williamsburg Foundation.

MILITARY CONSTRUCTION

Project Name: Missile Support Facility Replacement, Naval Surface Warfare Center, Dahlgren

Amount Requested: $17,500,000

Project Description: The existing Strategic and Weapon Control Systems (K- Department) (bldg 1200) is more than 40 years old and has outlived its useful life.  The cost of maintaining this facility, and replacing equipment that has been damaged as a result of poor facility conditions, is reducing the competitiveness and increasing the cost associated with the Dahlgren supporting the Navy's engineering needs.  A new building will save approximately $1 million each year in avoidable maintenance costs, plus an additional amount in avoided equipment damage.

Project Name: Training Support Center, Phase 1, Ft. Eustis

Amount Requested: $13,000,000

Project Description: Funds would be used for the construction of phase 1 of a multi-phase Advanced Training Technology Support Facility for the US Army Training Support Center (ATSC). The project includes administrative space, special work areas, office support areas, classrooms, conference rooms, storage areas, mailroom functions, and computer/communication space.

Project Name: USAALS Aviation Training Facility, Ft. Eustis

Requested By: City of Newport News

Amount Requested: $7,900,000

Project Description: Construction of this Aviation Training Facility (20,000 gross square feet) will allow the US Army Aviation Logistics School (USAALS) to meet additional training space requirements to continue effective and efficient aviation military occupational training. An internal USAALS analysis in March 2003 determined that 1,455,000 gross square feet (GSF) was needed for current and future known requirements.

Project Name: Vehicle Paint Facility, Ft. Eustis

Amount Requested: $3,400,000

Project Description: Construction of a Vehicle Paint Facility with paint booths will allow Fort Eustis to accommodate the preparation and painting of vehicles, equipment, components, helicopters, and modular causeway sections. This project is required to support the preparation for and painting of approximately 1600 pieces of vehicular equipment. Most of this equipment belongs to the 7th Sustainment Brigade, which is one of the Army's most frequently deployed units.

Project Name: Carmel Church Multimodal TOD Commuter Rail Project

Project Description: The Commuter Rail Station would minimize automobile use on existing roadways and promote alternative transportation modes; reducing traffic volumes from Central Virginia on Interstate 95 into Washington, DC.

Project Name: Downtown Riverfront Park, City of Fredericksburg

Requested By: City of Fredericksburg

Amount Requested: $3,000,000

Project Description: The park will provide a focal point for community gatherings in the downtown area along the Rappahannock River, and will also remove buildings from the 100-year floodplain. The park will act as a stimulus for the redevelopment of commercial buildings on the city side of Sophia Street.

Project Name: US Route 1/ State Route 619 Traffic Circle/ Interchange Project

Requested By: Prince William County

Amount Requested: $5,000,000

Project Description: Funds would be used to construct an interchange/traffic circle at the intersection of USR 1 and SR 619.  The purpose of project is to safely and securely access the USMC Quantico Marine Corps Base and the National Marine Corps Museum (Heritage Center), which is adjacent to Quantico Marine Corps Base.

Project Name: New I-95 Interchange between the Rappahannock River and VA Route 3

Requested By: Fredericksburg Area Metropolitan Planning Organization

Amount Requested: $8,000,000

Project Description: A new interchange would allow commuters in the western portions of Spotsylvania County to by-pass congestion on Route 3 and the existing I-95 Interchange. The new interchange will ease travel between the Fredericksburg commercial area and residential areas to the southwest. This interchange was favored in public hearings during the Outer Connector study and public discussions over the past several years.  The City of Fredericksburg passed a resolution in support of this project.

Project Name: Onville Road Intersection and Road-Widening Project

Requested By: Prince William County

Amount Requested: $5,000,000

Project Description: Funds would be used for the Onville Road intersection and widening project.  The purpose of this project is to relieve local road congestion between Garrisonville Road and the Marine Corps Base Quantico by improving access to MCBQ at the Onville Road Gate. 

Project Name: Preliminary Engineering for the Interstate 95/ US Route 17 Interchange Project

Project Description: Funds would be used for preliminary engineering for a new interchange off of I-95 at U.S. Route 17. This interchange is on Spotsylvania County's Comprehensive Plan as a needed improvement.

Project Name: Stratford Hall Visitor Access and Signage

Project Description: Funds would be used to renovate Stratford Hall's entrance, including the renovation of an existing historic entrance building, improved road access and roadside lighting.  These improvements are needed to accommodate the increasing number of visitors and provide for better security and safety.

Project Name: Replacement and Widening of the US Route 17 Bridge Over I-95 in Spotsylvania County, VA

Project Description: The project entails the replacement and widening of the existing two-lane bridge over I-95. The current bridge structure is in need of maintenance and does not meet FHWA's vertical clearance criteria over I-95.

Project Name: Germanna Nurse Training Program

Requested By: Germmana Community College

Project Description: The Germanna Nurse Training Program will educate, train and certify individuals in order to increase the pool of qualified registered nurses, practical nurses, and nursing assistants for area workforces.  Germanna will also work with other colleges to encourage students to move from a certified nurse aide to a licensed practical nurse to a registered nurse.  The program provides clinics on campuses as well as in hospitals, and distance learning courses that can be accessed by students almost anywhere.  Upon completion, the program will provide the region with over 1,000 RNs over the next four years.  This program will also work with area employers to fill jobs with graduates of the nursing training program.

Project Name: Fredericksburg Area Museum and Cultural Center

Project Description: Funds would be used to develop interactive exhibits and related programs to highlight the City of Fredericksburg's national significance and contributions throughout our country's history.  The programs are curriculum-coordinated, grade-level targeting and correlated to education objectives outlined in the Virginia Standards of Learning (SOL).  The exhibits will also form the basis of expanded family and adult programming and foster opportunities for the Museum to continue collaborating with libraries and universities on lectures and other events.

Project Name: Riverside Health System, Patient Navigator Program

Project Description: Funds would be used to expand the "Patient Navigator Program" that will help guide hundreds of cancer patients through the complex, and often overwhelming, maze of health care treatment this year.

Project Name: CHKD Mobile MRI Unit

Project Description: Funds would be used to purchase a mobile MRI unit to serve Oyster Point and other satellite medical office buildings in the health system.  This equipment will help clear up a backlog of critical MRI services, improve access, and strengthen the MRI capabilities for services being provided to children.

Project Name: Hampton University Cancer Treatment Initiative

Amount Requested: $2,000,000

Project Description: The Hampton University Cancer Treatment Initiative (HUCTI) will offer active and retired military personnel and their dependents world-class cancer detection and treatment facilities unique to the Hampton Roads area.  HUCTI's programmatic and infrastructure components will include improved cancer prevention, detection and diagnostic services, and treatments and cures, for cancers that disproportionately affect minority communities, particularly breast cancer and prostate cancer.  HUCTI's centerpiece will be a regional proton beam therapy facility with as many as four treatment bays.  Proton therapy is a precise and advanced form of tumor treatment, especially useful for those previously unreachable or not treatable without inducing significant damage to healthy surrounding tissues.

Project Name: Riverside Radiosurgery Center Synergy Project

Amount Requested: $1,500,000

Project Description: Riverside Health System and the University of Virginia Health System have joined together to establish a radiosurgery center, which presently consists of a Gamma Knife unit.  Gamma Knife technology provide a new, non-invasive procedure requiring only local anesthesia to fix a lightweight frame to a patient's outer skull. Funding would support the purchase of a new version of the Gamma Knife unit, the Synergy-S knife.  The Synergy-S knife would be used for extracranial non-invasive radiosurgery of lesions and tumors in other areas of the body, especially the spinal cord.

Project Description: The $300,000 requested would remove sediment and restore mid-sized river navigation through the region, enhancing public use of the historic dock area, and restoring the visual and transportation links with Ferry Farm, just across the river in Stafford County.

Project Name: Chesapeake Bay Improvements Maryland, Virginia, and DC

Requested By: Initiated by Congressman Wittman

Amount Requested: $4,000,000

Project Description: Section 5158 of the Water Resources Development Act of 2007 authorizes $30 million for environmental infrastructure nutrient removal to benefit the Chesapeake Bay, including the nutrient removal project at the Blue Plains Wastewater Treatment facility. Funding will assist DC WASA to implement Blue Plains Total Nitrogen Removal Program (BTN) in an effort to comply with a newly issued NPDES permit.

Project Name: Chesapeake Bay Oyster Recovery, MD & VA

Requested By: Army Corps of Engineers Capability

Amount Requested: $600,000

Project Description: Project will contribute to multi-agency and private efforts to restore oyster populations in the Chesapeake Bay. The project elements include; development of decision documents, construction and rehabilitation of oyster reefs to create sanctuaries and spat on shell production areas, development of capability to produce disease tolerant broodstock and spat oysters for seeding, planting of the disease tolerant spat and brood-stock oysters in locations which best foster oyster reproduction and health, and oversight of project monitoring by the Virginia Institute of Marine Science (VIMS).

Project Name: Queens Creek, VA

Amount Requested: $447,000

Project Description: The project is located in Mathews County, VA. The project provides for a channel 6 feet deep, 60 feet wide and 4,100 feet long extending from that depth in Hills Bay into Queens Creek to a turning basin of the same depth 200 feet wide and 400 feet long. FY09 Funds could be used to perform a maintenance dredging cycle. Permits have been granted and beneficial use strategies are implemented on this project. Authorized by the River and Harbors Act of 1960, Sec. 107.

Project Name: Environmental Impact Statement for Introducing Non-Native Oyster Species into the Chesapeake Bay

Requested By: Commonwealth of Virginia

Amount Requested: $328,000

Project Description: Congressional direction was provided in the FY 2004 Energy & Water appropriations to develop a programmatic EIS to evaluate alternative approaches to increasing oyster populations into the tidal waters of Maryland and Virginia. The benefits to a rehabilitated oyster resource include the potential for improved water quality, creation of aquatic habitat, and the re-establishment of an economically viable oyster industry preserving the region's culture associated with the working waterman. The proposed action to be evaluated in the EIS will be a proposal by the states to introduce the Asian oyster species, Crassostrea ariakensis, propagated from existing 3rd or later generation of the Oregon stock of this species, into the tidal waters of Maryland and Virginia to increase oyster populations. The States and the Corps will continue native oyster (C. Virginica) restoration efforts throughout the Chesapeake Bay.

Project Name: Broad Creek, VA

Project Description: The project is located near Stingray Point in Deltaville, VA. The Federal channel provides access between Broad Creek and deep water in the Rappahannock River. The waterway is 7 feet deep at mean low water and 100 feet wide. The project's local sponsor is Middlesex County. An unusual shallow draft project, it is an important channel for the Chesapeake Bay region with unique activities occurring along the creek's shore. The benefits extend to the national level.

Project Name: Submerged Aquatic Vegetation Habitat Restoration, Chesapeake Bay, Virginia

Requested By: Army Corps of Engineers Capability

Amount Requested: $100,000

Project Description: The entire Chesapeake Bay watershed covers about 64,000 square miles, which includes portions of six States and the District of Columbia. The Chesapeake Bay encompasses a total of 2,200 square miles, is approximately 200 miles in length and consists of about 4,000 miles of shoreline, 2,400 miles of which are within Virginia. The Chesapeake Bay is a relatively shallow estuary, with an average water depth of about 20 feet, although there are areas up to 174 feet in depth. The Virginia portion of the Chesapeake Bay is about 35 miles wide near the Virginia/Maryland border and about 15 miles wide at its mouth where it empties into the Atlantic Ocean. The reconnaissance study will evaluate opportunities for restoring submerged aquatic vegetation in the Virginia portion of the bay and determine the Federal interest in conducting a more detailed feasibility study.

Project Name: PAS-Stormwater Infrastructure and Watershed Management Study for Stafford County, VA

Project Description: This study will assist the County by compiling data on the existing stormwater infrastructure and developing a Watershed Management Plan based on the collected data through a multi-phase (6 phases) study that began in FY04.  The data collected and results will assist in meeting VPDES permit requirements and provide a foundation for operation and maintenance and decisions that the County can use for planning purposes.  Work has continued in FY08 on Phases 1 and 2 (Phase 1 and 2 will be completed in FY08).  FY09 funds will be used to complete work on the remaining phases of the Stormwater Infrastructure and Watershed Management Plan Study.

Project Name: Little Wicomico River, VA

Amount Requested: $900,000

Project Description: The project provides for a channel 8 feet deep and 150 feet wide from the Potomac River to deep water in the Little Wicomico River; two stone jetties, 1,000 feet and 1,300 feet long at the entrance; and 1,007 linear feet of timber bulkhead to stabilize the dredged inner channel. The project is located at the junction of the Potomac River and the Chesapeake Bay. FY2009 funds are required to maintenance dredge the project channel.

The project provides for a channel 6 feet deep and 60 feet wide from that depth in Rappahannock River to the mouth of Greenvale Creek, a distance of approximately 950 feet, and thence 6 feet deep and 50 feet wide into the creek for a distance of approximately 2,400 feet. Authorized by Sec. 107 River and Harbor Act of 1960.

Project Name: National Regional Sediment Management Demonstration Program, Chesapeake Bay, Newpoint Comfort, Mathews County VA

Project Description: NAO has the capability to undertake Regional Sediment Management coordination activities with Mathews County, VA and the Commonwealth of VA for the lower Chesapeake Bay, with a particular focus on the Newpoint Comfort area. Objectives would be to: 1) construct a sediment budget for the area and, 2) investigate utilizing dredge material from several local/adjacent federal navigation channels to address shoreline conditions along the western shorelines of the Chesapeake Bay.
